Beijing: Provide legal guarantee for water conservation and control

The host asked on the stage, "What are the forms of water circulation? With the faucet on, how much water will be wasted in one minute? What is the per capita water resources in Beijing?" The audience eagerly responded. Beijing is a major city with a serious water shortage, with an annual per capita water resource of around 100 cubic meters for many years. After South Water entered Beijing in 2014, the contradiction between supply and demand of water resources in Beijing has been alleviated, and the annual per capita water resource has increased to about 150 cubic meters. However, there is still a large gap from the internationally recognized warning line of extreme water shortage of 500 cubic meters. In order to actively address the shortage of water resources, the "Beijing Water Conservation Regulations" was officially implemented from March 1 this year. The regulations apply to water-saving and supervision and management activities throughout the entire process of water intake, water supply, water use, drainage, and unconventional water source utilization in Beijing. As the first local regulation of the comprehensive water-saving strategy in the capital, the regulations transform water-saving work from a departmental work in the past to water-saving work in the whole society, in all fields, and throughout the process. This is not only a new starting point for Beijing's water-saving work, but also a milestone for Beijing's water-saving work. Pan Anjun, Secretary of the Party Leadership Group and Director of the Beijing Municipal Water Affairs Bureau, said that the regulations will standardize, institutionalize, and legalize new ideas, new explorations, and new practices in water conservation and control in recent years, providing a strong legal guarantee for promoting high-quality development in the capital at a higher level. Water conservation is always the fundamental way to solve the capital's water problem. Beijing has made great efforts to "embroider" water conservation, building a water-saving city in various fields such as water-saving households, water-saving campuses, and water-saving units. The newly implemented regulations grasp the operational characteristics of Beijing, a megacity, and aim to "improve the management model, strengthen collaborative supervision, and achieve refined management throughout the process from source to end." They establish a comprehensive water-saving working mechanism of "government led, department coordinated, industry management, market regulation, and public participation." They implement the strictest water resource management system, emphasizing the priority of water conservation throughout the entire process of "taking, supplying, and discharging"; Highlight the need for water from science and technology, and support the development and promotion of advanced water-saving technologies; Give full play to the role of market mechanisms, explore and promote the reform of water rights, stimulate the endogenous power of water conservation, and guide the entire society to form a good water-saving fashion; Strengthen daily monitoring and supervision and management, and promptly handle any wave expense or water behavior found. The regulations have improved relevant legal responsibilities, strengthened supervision and law enforcement, exposed typical cases, and formed a legal deterrent. Zhang Liang, Director of the Legal Department of the Beijing Municipal Water Affairs Bureau, introduced that anyone who illegally uses water from public water facilities such as landscaping, environmental sanitation, and fire protection will be ordered by the water affairs department to stop the illegal behavior, impose a fine of between 10000 yuan and 100000 yuan on relevant units, and impose a fine of between 1000 yuan and 10000 yuan on relevant individuals; "If losses are caused, they shall be liable for compensation according to law;"; If a crime is constituted, criminal responsibility shall be investigated according to law.
