The underground functional layout includes parking lots, equipment, and civil air defense. The 1-5 floors of the project are business, exhibition, innovation experiments, and achievement transformation areas, the 6-8 floors are academic exchange and business rooms, and the 9-13 floors are carbon neutralization research institutes. According to the respective spatial characteristics of experiments, communication, and scientific research, three functional modules are formed, namely, "Shilin Water Academy", "Fengyun Platform", and "Green Valley on the Cloud", Each functional module is closely connected in series and organically integrated into one. It is understood that the project includes three major scientific research institutions. First, it undertakes the functions of the World Meteorological Center (Beijing) to provide driving forecast guidance products and technical exchange training for countries and regions along the "Maritime Silk Road"; The second is to build a meteorological monitoring, early warning and forecasting center, introduce internationally qualified meteorological technology talents, and establish a meteorological technology innovation team. Research and develop a refined early warning and forecasting model, improve and improve the identification, tracking and near forecast of medium and small scale bad weather, and forecast the impact of typhoon rainstorm on cities. The third is to build a meteorological technology integration and innovation platform, establish a research center for meteorological intelligent equipment in the Greater Bay Area of Guangdong, Hong Kong, and Macao, promote the construction of a comprehensive experimental zone for meteorological intelligent equipment in the Greater Bay Area, and simultaneously start the construction of a meteorological ecological knowledge economy industrial park. The World Meteorological Center (Beijing) Guangdong-Hong Kong-Macao Greater Bay Division Center Project is a provincial key project jointly constructed by the National Meteorological Center (Central Meteorological Station), the Meteorological Observation Center of the China Meteorological Administration, the Guangdong Provincial Meteorological Bureau, the Guangzhou Municipal Meteorological Bureau, and the Guangzhou Development Zone Management Committee. According to the introduction of the project leader of China Construction Third Engineering Bureau, the construction team entered the construction site in September 2021. In November, the first bottom slab was successfully poured, and the project officially entered the main structure construction fast lane.
