Core Reading: The Shenzhen Intermediate People's Court aims at the pain points and bottlenecks that are difficult to solve in a timely and efficient manner due to the multiple handling of people's complaints, adjusting the functions related to serving the masses, such as the litigation service hall, 12368 service hotline, letters and visits, and maintaining stability, to the newly established masses' appeals service office, and establishing a "one size fits all" platform to comprehensively input and collect and handle the masses' appeals, striving to solve the problems in a "one-stop" manner. "Thanks to the 'One Pass' platform, my case was successfully resolved." Recalling the dispute resolution process, Mr. Fan, a migrant worker from other provinces, took a long sigh of relief. Due to disputes, he once called the Shenzhen Intermediate People's Court twice a day. However, with the help of the "One Way One" platform, his journey with his family came to an end. Mr. Fan referred to the "one number one handling" as a platform launched by the Shenzhen Intermediate People's Court in the second half of 2022 to integrate calls, letters, and visits from the masses, as well as letters and visits transferred and assigned by superior courts and departments, and provide comprehensive input, centralized processing, and "one-stop" services. Up to now, the "One Number One Office" platform has received more than 700000 calls from the public, with a call connection rate of 100%, an immediate resolution rate of 97%, and a work order handling satisfaction rate of 99.95%; 7718 letters and visits were registered, with a completion rate of 95.46%. Among the outstanding reform and innovation achievements in the one-stop construction of national courts released by the Supreme People's Court, the "One Number One" platform and mechanism were selected as the "Top Ten Most Popular one-stop construction reform and innovation achievements". Why start the reform? In the past, various departments of the court have accepted and acted independently in response to appeals involving the masses, making it difficult to handle disputes resolved through the "One Number One" platform in a timely and efficient manner. If the traditional approach is followed, submitting appeals separately through many channels can be time-consuming and labor-intensive. Taking the dispute Mr. Fan encountered as an example, some time ago, Mr. Fan fell and was injured in the elevator. After receiving treatment from two hospitals, he still fell disabled. Mr. Fan believes that the hospital should bear the responsibility for compensation for its untimely treatment, violation of diagnostic and therapeutic practices, and other problems that have caused physical and mental harm to itself. From the first instance to the second instance, Mr. Fan has been waiting for compensation to cover medical expenses. However, the case is complex, the two sides have too great differences, and the progress of the case is slow. In July 2022, the Shenzhen Intermediate People's Court established a special mass appeal service office. Mr. Fan's family came to the court again and found that there was an additional "window 1" in the litigation service hall on the first floor. The staff on duty recorded the case in detail and transferred it to the relevant court room for handling. At the weekly president's supervision meeting, the hospital leaders specifically selected the case for comment and supervision, considering its representativeness, and requested the relevant departments to expedite the handling of livelihood cases. Through various efforts, Mr. Fan finally reached a settlement with the hospital. "In the face of the demands of the masses, only by paying close attention to them and acting quickly can the relevant work reach the hearts of the masses." Kuang Xiaohua, Vice President of the Shenzhen Intermediate People's Court, said, "The cases we handle are not only a link in many tasks, but also related to the well-being of the people, and related to the people's recognition of justice."
