Illegal use of information networks: earned over 40 million yuan by sending 300 million spam messages

The "harassment interception" function on your phone is clearly turned on, but why do you often receive various pornographic and gambling promotional messages? How did these spam messages come out? This is probably a question that people who often receive spam messages are puzzled about. Not long ago, the police in Zibo, Shandong Province, cracked down on a number of criminal gangs that seek illegal profits through mass spam messages sent by "computer rooms.". After investigation, 29 suspect, including Liu, sent more than 300 million gambling and pornographic websites to promote and drain short messages, making illegal profits of more than 40 million yuan. On December 12, 2022, after a public prosecution was filed by the Linzi District Procuratorate of Zibo City, the court sentenced Liu and others to fixed-term imprisonment ranging from six months to two years for the crime of illegally utilizing information networks, and also imposed a fine ranging from 100000 yuan to 300000 yuan each. On February 23, 2023, Qi, who was specifically responsible for providing USDT currency exchange services for Liu and others, was sentenced by the court to three years in prison, suspended for three years, and fined 100000 yuan for covering up and concealing the crime. Mobile phone users within the jurisdiction have received gambling and pornographic text messages. At the end of 2021, the Linzi Branch of the Zibo Public Security Bureau obtained an important clue in its daily work: Someone illegally used the "computer room" to send promotional messages to gambling and pornographic websites, which deeply disturbed mobile phone users within the jurisdiction. Due to the high incidence of such crimes as online gambling, the Linzi Branch of the Zibo Public Security Bureau immediately established a case handling team. According to the clues, the police analyzed the number and content of gambling and pornography promotion messages, determined the specific location of the "computer room", and placed control and guarded relevant locations. On August 8, 2022, police officers arrested Cheng and Zhang, who were busy destroying "cat pool" equipment and mobile phone cards in a residential area. Through interrogation, the police learned that the two men were responsible for mass sending gambling and pornographic website drainage messages in Liu's team, and determined the identity and address of Liu, the core figure of the gang. On the same day, Liu was arrested. After Liu arrived at the case, he took the initiative to report to the public security organ about Wang, who had a "business partnership" with him, and Qi, who provided him with a USDT currency exchange service, and assisted the public security organ in arresting Wang and Qi. According to the chat records and transaction data in the seized mobile phones and computers, combined with the confession of the captured suspect, the public security organ found that Liu's criminal gang took a city in Shandong Province as the core and moved from Liaoning, Jiangsu, Hunan, Guangdong, Guangxi and other places. By tracking the whereabouts of suspect, the public security organ has grasped their foothold and dug out a number of criminal gangs that send spam messages in groups. According to investigation, in April 2021, Liu and Wang discussed and cooperated to send promotional and drainage messages for gambling and pornography websites. Liu is responsible for establishing a "computer room" dedicated to mass sending gambling and pornographic text messages. Wang is responsible for finding people to contact gambling, pornographic and other illegal and criminal platforms through social software such as QQ, searching for resources and integrating them into data packets, and sending the data packets to the "computer room" through overseas chat software. Liu recruited his relatives and friends to join the company, purchased multiple laptops and "cat pool" devices, arranged for others to register with multiple communication companies, and started virtual operations
