March 15 is the International Consumer Rights Day. The Supreme People's Court held a press conference to release ten typical cases of online consumption. The relevant heads of the First Civil Court of the Supreme People's Court attended the press conference and answered questions from reporters. Q: Today is the "March 15" International Consumer Rights Day. What has the People's Court done in recent years on the protection of consumer rights and interests? A: In recent years, the people's court has strengthened the protection of consumers' legitimate rights and interests by hearing cases, formulating judicial interpretations and judicial policies, issuing typical cases, and promoting social co-governance, providing strong judicial services and guarantees for creating a safe, orderly and clear consumption environment. The main work is as follows: First, properly resolve disputes. Consumer disputes are one of the main types of civil disputes. In recent years, the courts at all levels of the country have properly handled a large number of consumer disputes in key areas of people's livelihood such as housing, education and training, food and medicine, as well as new types of consumer disputes such as online consumption and prepaid consumption, severely punished the production and sale of fake and shoddy goods, online fraud and other acts, maintained the fairness and order of the market, supported and standardized the economic development of new business forms, and guaranteed the people's safe and secure consumption. Second, improve the judicial system. In December 2020, the Supreme People's Court issued the Interpretation on Several Issues Concerning the Application of Law in the Trial of Civil Cases of Food Safety Disputes (I), stipulating that the chain of food operation in "black workshops" should be cut off, and the obligation of operators to label should be strengthened, so as to safeguard the "safety on the tongue" of the people. In March 2022, the Provisions on Several Issues Concerning the Application of Law to the Trial of Cases of Online Consumption Disputes (I) was issued, stipulating issues of general concern to the public such as online live marketing, takeaway catering, and protecting the legitimate rights and interests of consumers in the context of the digital economy in accordance with the law. In July 2022, the Opinions on Providing Judicial Services and Guarantees for Accelerating the Construction of a National Unified Market was issued, and measures such as improving the judicial policy support system for expanding domestic demand and optimizing the hearing mechanism of consumer dispute cases were proposed to support the improvement of consumer service quality. In December 2022, the Opinions on Providing Judicial Services and Guarantees for Promoting Consumption was issued, proposing 30 specific safeguard measures such as legal regulation of overlord clause, prepaid consumption, new business consumption, express service, housing, personal information protection, and comprehensively strengthening the judicial protection of consumer rights and interests. Third, release typical cases. On March 15, 2022, the Supreme People's Court issued 10 typical cases of consumer protection and 10 typical cases of drug safety in April. In addition, there are many cases concerning the protection of the rights and interests of minors and the protection of the rights and interests of the elderly released, which involve the protection of the rights and interests of consumers. Through the case adjudication, the judicial leading function is played and the judicial value concept is highlighted. Fourth, strengthen communication and cooperation. The People's Court pays attention to communication and cooperation with relevant departments. In March 2021, the Supreme People's Court, together with the Supreme People's Procuratorate and the Ministry of Agriculture and Rural Affairs, issued the Minutes of the Symposium on Exploring the Establishment of a Punitive Compensation System for Food Safety Civil Public Interest Litigation to explore the establishment of a punitive compensation system for food safety civil public interest litigation and safeguard market order and social public interests. with
