This year's government work report proposes to strengthen the balance and coordination of regional development. At present, the regional distribution and distribution of scientific research resources in China is not balanced, especially the national scientific research and innovation platforms are concentrated in a few economically developed provinces and central cities. The optimized layout of high-end scientific research and human resources, represented by the national scientific research platform, is becoming the key to solving the imbalance and insufficiency, and also the key to promoting common prosperity and realizing the modernization of the economically underdeveloped areas in the central and western regions and the whole country. Moving the national platform to the central and western regions and serving the central and western regions will be an important means to help the less developed regions develop by leaps and bounds with high quality. In this regard, it is suggested to strengthen the revitalization of science and education in the central and western regions, ensure the orderly flow and benign transfer of national platforms and all kinds of high-end and high-quality scientific research resources to the central and western regions from the top-level design of policies and systems, and take science and technology, education and talent assistance, especially the special support of national platforms, as the core work and important starting point of counterpart support for the old and underdeveloped regions. At the same time, we will promote the cross-regional co-construction of national scientific research platforms, establish the institutional mechanism for cooperation between national scientific research platforms and the less developed regions in the central and western regions, encourage the platform to set up sub-centers or workstations in the less developed regions where conditions permit, and form a cross-regional and cross-field collaborative innovation body.
