He called for a united, actionable and inclusive United Nations Climate Change Conference to enable all people to "work in the same direction", so as to achieve the goal of net zero emissions at an early date. Jaber urged the oil and gas industry to "do more and faster" in addressing the climate challenge. He also called for "fundamental reform" of the international financial mechanism to promote more investment in clean technology to developing economies. Jaber said that the global investment in energy transformation will be about 1.4 trillion US dollars in 2022, but according to the data of the International Energy Agency, the investment required for global energy transformation "is more than three times of this number". At the same time, only 15% of clean technology investment flows to developing economies where about 80% of the world's population live. "That is why we need to seriously consider the fundamental reform of international financial institutions and multilateral banks in order to release preferential financing, reduce risks and attract more private investment... We must ensure that no one is left behind."
