On the basis of following the laws of basic research and talent growth, focusing on the key links such as "introduction", "use" and "recommendation" of enterprises' basic research talents, we should establish and improve the full-cycle talent evaluation mechanism conducive to the original innovation of enterprises' basic research talents, create a policy environment devoted to the field of basic research, and form a scientific and technological innovation ecosystem that encourages exploration and tolerates failure. Employing enterprises should be given more autonomy in talent evaluation, and institutional mechanisms such as post employment, title evaluation and performance evaluation should be established in line with the characteristics of basic researchers. Implement the representative work evaluation system marked by original achievements and high-quality papers, and build an enterprise basic research talent evaluation index system that reflects major original contributions, national strategic needs, academic influence and research capabilities. We will explore and implement a talent recommendation mechanism in which front-line scientists recommend excellent young talents to take important scientific research posts and undertake "from 0 to 1" basic research tasks. Actively promote the all-round talent incentive mechanism. With the urgent need of scientific and technological innovation for technological breakthroughs in basic research of enterprises, enterprises need to promote and release the restrictions on basic research talents' salary and welfare, and provide a salary and treatment system that matches the market situation and international trend. We should develop talent incentive measures in an all-round way, implement a hierarchical incentive system, and support enterprises that carry out basic research to promote knowledge, technology and other factors through job bonus, project bonus or virtual equity incentive and other incentive methods
