Recently, the Central Committee of the Communist Party of China and the State Council issued the Outline of Building a Quality Power (hereinafter referred to as the Outline). As a programmatic document guiding the medium and long-term development of China's quality work, the Outline has set up a basic framework for comprehensively promoting the construction of a quality power and comprehensively improving the overall level of China's quality, set off a new chapter of building a quality power in the new era, and has a milestone significance for the development of China's quality cause. The construction of a strong country with quality is an important part of our Party's planning and layout of the construction of a strong country. We should look at the cause of quality from the perspective of great history. Throughout the world, no matter Germany, which put forward the strategy of "promoting brand building with quality", Japan, which implemented the strategy of "saving the country with quality", South Korea, which implemented the plan of "catching up with and surpassing quality", or the United States, which issued the law of improving quality, all attach great importance to quality in the process of the rise of a powerful country. The world today is experiencing great changes that have not been seen in a hundred years, especially the new round of scientific and technological revolution and industrial transformation, which have made quality increasingly the focus of the economy, trade, science and technology, culture and other fields. Facing the new situation and new tasks, we must shift the foothold of promoting development to improving quality and efficiency, and promote high-quality development with the construction of a quality power. At present, China has embarked on a new journey of building a socialist modern country in an all-round way. In the face of the fact that the main social contradictions have been transformed and the economy has shifted from a stage of rapid growth to a stage of high-quality development, the implementation of the new development concept has clarified the guiding principles of modernization, and the construction of a new development pattern has become the path choice of economic modernization. It is an important measure to improve total factor productivity, deepen supply-side structural reform and promote high-quality development in the face of the new situation and new requirements. The construction of a quality power is based on training the viability, competitiveness, development and sustainability of China's economic system, and then extends to all aspects of the society, so as to truly achieve high-quality economic and social development. The construction of a quality power is based on Marxist political economy and centered on the core of "production" to build a quality cause framework serving a higher level of economic cycle. Economic activities need the combination of various factors of production to organically link up in production, distribution, circulation and consumption, so as to achieve circular circulation, but these four links have different positions. As an organic whole, production has always been at the core of economic cycle. Marx pointed out that production not only dominates production itself relative to other factors, but also dominates other factors. The process always starts from production. Focusing on the core of production, at the current stage of China's development, the most important task of smooth economic circulation is to effectively smooth the supply side. The key point to further improve the level of effective supply capacity is to improve quality. High-quality supply can penetrate the bottleneck of the circulation, eliminate bottleneck constraints, and constantly promote the economic cycle to a higher level.
