Face up to the dispute over the source of kindergarten students

In some places, private kindergartens began to face enrollment difficulties in the past two years, and a small number of public kindergartens also have enrollment dissatisfaction. From the "difficulty in entering kindergarten" and "high cost in entering kindergarten" a few years ago to the current "difficulty in getting a child", the direct reason for the current enrollment difficulties of kindergarten is the decrease of school-age children. Since 2016, China's birth population has declined year by year. According to the National Statistical Bulletin on the Development of Education, there will be 48052100 preschool children in China in 2021. If 100% of children born between 2019 and 2021 enter kindergartens, only 37.27 million will have kindergartens' degrees "more than 11 million". From this point of view, due to the reduction of school-age children, the closure of kindergartens will be inevitable, which is based on the current kindergarten class size and preschool education model. However, if we take this opportunity to improve the construction standards of kindergartens, promote the construction of "small kindergartens and small classes", improve the teacher-child ratio, and promote the integration of childcare, including the childcare of children aged 2 to 3 into kindergartens, it will help to expand and optimize the allocation of existing preschool education resources. According to relevant data, by 2021, China has 3.191 million full-time teachers in preschool education. As the number of children born decreases, many preschool teachers worry about their career prospects. However, from the perspective of the proportion of teachers and children, the proportion of full-time teachers in pre-school education in China is low, only 1:15, while in developed countries, the proportion is about 1:10, and even 1:7 in some countries. The ratio of teachers to children is directly related to the quality of preschool education and the work pressure of kindergarten teachers. If the teacher-child ratio is raised to 1:10, there will not be more full-time teachers in kindergartens in China, and the working environment of preschool teachers will be improved accordingly. Of course, corresponding to it, we need to strengthen the investment in preschool education, especially the support for private inclusive parks. In addition, there is a problem that the number of degrees in kindergartens is "excessive" and the number of nurseries is "seriously insufficient". Statistics show that the enrollment rate of infants under 3 years old in various nurseries in China is only about 5.5%. The "Fourteenth Five-Year Plan" Public Service Plan proposes that by 2025, efforts should be made to achieve 4.5 nurseries for infants and young children under the age of 3 per 1000 people. To this end, all parts of China have issued policies to encourage social forces to set up childcare institutions. The author believes that, in fact, the extra degree in kindergarten can be used as a place to provide childcare services for children aged 2 to 3. At the national level, the Decision on Optimizing the Fertility Policy and Promoting the Long-term and Balanced Development of Population proposed to encourage and support qualified kindergartens to enroll children aged 2 to 3. In reality, with the decrease of school-age children, almost all kindergartens have the conditions to enroll children aged 2 to 3. Shanghai's practice may be used for reference in order to make it an institutional measure for kindergartens to recruit children aged 2 to 3.
