The People's Court's one-stop solution of disputes benefits more people

Faced with intractable conflicts and disputes, many people want to go to the court to discuss a "statement", but it is often time-consuming and laborious to file a lawsuit. Since 2019, the people's court has built a one-stop diversified dispute resolution and litigation service system from scratch, from scratch to excellence, making fairness and justice more accessible. On February 15, the Supreme People's Court held a press conference to inform about the one-stop construction. It is reported that in 2022, the people's courts will mediate 13.072 million disputes before litigation, with an average duration of 13.5 days. 75 disputes will be successfully resolved online every minute, greatly reducing the time cost of the masses and enterprises. Qian Xiaochen, the president of the Supreme Court, said that in recent years, the average annual growth rate of disputes brought to the people's court has reached more than 10%. The people's courts further promoted the source of litigation governance. Through source reduction and pre litigation mediation, the proportion of civil and administrative disputes resolved by litigation in the total court disputes decreased from 90% in 2019 to 64% in 2022. The Supreme People's Court, together with 12 central administrative organs and national trade associations, has established a "head to head" online multiple dispute resolution mechanism to achieve "one-platform mediation, full-process online, menu-type service, and integrated dispute resolution". Local courts have achieved remarkable results in one-stop diversified dispute resolution in key areas such as finance, family affairs, road traffic, labor disputes, intellectual property rights, etc. By the end of 2022, the number of mediation organizations and mediators connected with the People's Court reached 96000 and 372000, and the total number of online mediation disputes reached 38.32 million. Among them, 8.95 million cases were successfully mediated before litigation in 2022, with an average of 54000 disputes being mediated online every working day, and 75 cases were successfully resolved before litigation every minute. With the mediation platform as the support and the people's court as the "outpost", the courts at all levels have extensively built grass-roots dispute resolution sites such as rural mediation rooms and community micro-courts, and carried out risk early warning, conflict investigation, public opinion communication, on-site resolution, video mediation, and filing for trial. In 2022, 9677 people's courts settled in the mediation platform, connected with police stations, judicial offices, street offices, village committees and other grass-roots governance units online, and prevented and resolved 332100 disputes on the spot. The new model of "at home" dispute resolution service effectively promoted good governance at the grass-roots level. The courts at all levels comprehensively promote the integration of one window, one station, one response, and one good job at a time, and strive to realize that the parties "go to one door, go to one window, and do everything". In 2022, the 12368 hotline of the National Court received 14.653 million calls from the masses, and helped solve 59000 daily appeals. (Xinhua News Agency)
