Since the start of the one-stop construction of the People's Court in early 2019, with the joint efforts of the four levels of courts, the foundation and platform, column and beam erection, intensive cultivation and stubble pressing have been promoted. The main framework of "one center and ten systems" will be established in 2020, the goal of "basically completing one-stop" will be completed in 2021, and the one-stop diversified dispute resolution and litigation service system will be fully completed in 2022. The proportion of civil administrative disputes resolved through litigation in the total court disputes decreased from 90% in 2019 to 64% in 2022, which means that 1/3 of the disputes entered the people's courts have been effectively resolved through pre litigation mediation. In terms of dispute mediation mechanism, the Supreme People's Court, together with relevant departments and national industry associations, has established a "head to head" online multiple dispute resolution mechanism to maximize the mediation resources of various units at various levels of provinces, cities, counties and townships, achieve one-platform mediation, full-process online and menu-based services, and create a new online multiple dispute resolution model. In 2022, "total to total" cooperation units participated in the mediation of 1143500 disputes, an increase of 422.6% year on year; The mediation success rate reached 78.9%, 15 percentage points higher than that in 2021. By the end of 2022, the number of mediation organizations and mediators connected with the People's Court reached 96000 and 372000, and the total number of online mediation disputes reached 38.32 million. In 2022, 8.95 million cases were successfully mediated before litigation, with a year-on-year growth of 46.6%. On average, 54000 disputes were mediated online every working day, 75 disputes were successfully resolved before litigation every minute, and one mediation case was conducted through remote video for every 2.2 cases. The new model of "mediation at the fingertips" benefits more domestic and foreign parties. The intelligent litigation service platform has been widely used to solve disputes more efficiently. Qian Xiaochen, the president of the filing court of the Supreme People's Court, introduced that the Supreme People's Court and the All-China Federation of Industry and Commerce have innovatively established the "general to general" online litigation and mediation docking mode, extensively invited the mediation organizations of the Chamber of Commerce and other forces to participate in the dispute resolution, and gave full play to the advantages of the Chamber of Commerce.
