The United Nations Security Council held an open debate on sea level rise and international peace and security on the 14th. In his speech, Zhang Jun, the Permanent Representative of China to the United Nations, called on the international community to take all necessary actions to delay climate warming and curb the rapid rise of sea level. Zhang Jun said that the international community should strengthen forward-looking research on the consequences of sea level rise, and at the same time aim at the root cause of climate change to fully delay climate warming and curb the trend of rapid sea level rise. In order to achieve the temperature control goal set in the Paris Agreement, developed countries must take the lead in reducing emissions. Since last year, the energy policies of some developed countries have gone backwards, and fossil energy consumption and carbon emissions have increased instead of decreasing, making the already fragile global emission reduction prospects precarious. Developed countries generally put forward the "double carbon" goals and plans earlier, and should play an exemplary role and take practical actions to implement them. Zhang Jun pointed out that funding has always been the core and key issue of global climate governance. Developed countries have the responsibility and obligation to provide climate change financing and assistance to developing countries. Developed countries promised to provide US $100 billion a year to developing countries as early as 2009, but so far they have never really put it in place. What's more, some countries have spent hundreds of billions of dollars to provide high subsidies for their manufacturing industries in the name of promoting their energy transformation while negatively treating the financial needs of developing countries. This hypocritical and selfish "green protectionism" violates the rules of the WTO, discriminates against relevant industries in other countries, and undermines the global collective efforts to deal with climate change. Zhang Jun said that adhering to true multilateralism and strengthening solidarity and cooperation are the only way to address the challenge of climate change. We should continue to adhere to the principle of common but differentiated responsibilities, which concerns international fairness and justice. Deviating from this principle will seriously undermine the solidarity and cooperation of the international community in tackling climate change. Zhang Jun said that small island developing States are the most vulnerable to climate shocks and their adaptive capacity is also the most vulnerable. The international community should effectively address the concerns and demands of small island developing States and help them strengthen capacity-building through financial and technical assistance. Protecting the marine environment is the common responsibility of all mankind. At present, an imminent challenge is the discharge of nuclear contaminated water from the Fukushima nuclear power plant into the sea, which will seriously damage the marine environment and the health of the people, especially the small island developing States and the people. China urges Japan to fulfill its international obligations, dispose of nuclear contaminated water in a scientific, open, transparent and safe manner, and effectively protect the marine ecological environment. Zhang Jun said that China is a country with a long coastline and is also highly concerned about the risks posed by sea level rise. In response to climate change, China has always been a firm actor and will go all out to make commitments. China has always been an advocate and practitioner of South-South cooperation on climate change.
