The manufacturer has the initiative to design and construct mobile intelligent terminals, but consumers have the right to choose what software to download and how to use it after purchase. The Notice further clarifies and refines the definition and scope of "non uninstallable" preset application software, clarifies that the manufacturer should ensure that all preset application software in the mobile intelligent terminal except the basic function software can be uninstalled, and provides a safe and convenient unloading method for users to choose. This means that the problem that the preset application software cannot be deleted is expected to be solved. Nowadays, the mobile intelligent terminal industry such as smart phones has entered the stage of stock competition, and the differences between brands in hardware are becoming smaller and smaller. Many manufacturers have shifted their revenue focus to Internet services. Some manufacturers and application developers use the pre-installed method to bundle sales to achieve market promotion, expand users and increase revenue, which is an important reason why pre-installed applications are difficult to slim down. From this perspective, it still needs a long time to standardize the preset application software of mobile intelligent terminals.
