Based on the relevant policy documents issued by the Department of Natural Resources of Guangdong Province, the Circular further expands the scope and depth of the participation of Hong Kong and Macao enterprises and professionals in the mainland business on the basis of learning from the advanced experience of Qianhai and Hengqin and widely absorbing the opinions of Hong Kong and Macao, and achieves breakthroughs and improvements in three aspects: breaking down the barriers to practice, increasing the openness and putting forward incentives. At present, Guangdong has established a relatively mature practice filing management system, but under the restriction of various invisible barriers, there are few practical cases of Hong Kong and Macao enterprises actually participating in the planning business of the mainland. The Notice proposes to focus on the main service subjects of the planning industry, closely link up the existing system, explore the path to participate in government procurement activities and community designers' work after the filing of urban planning professional enterprises in Hong Kong and Macao, and provide more possibilities for Hong Kong and Macao enterprises to truly participate in the planning business in the mainland. In recent years, Hong Kong and Macao planning and design enterprises and expert teams have been active in the Nansha planning market, which not only brings international concepts and advanced technical standards to Nansha, but also provides opportunities for Hong Kong and Macao enterprises and professionals to understand and understand the rules of the mainland. The Circular proposes to encourage the planning and design enterprises and individuals of Hong Kong and Macao to cooperate with the planning and preparation institutions of the mainland, promote the convergence of the rules of the three regions, and provide strong support for the integration of Hong Kong and Macao into the overall development of the country. It is worth noting that, in addition to optimizing the scope and path of practice, the Notice proposes that it should be closely linked with the management system of the Hong Kong Planning Industry Association and the professional title evaluation system of relevant talents in Nansha District, and to some extent, it should give equal treatment to the registered professionals in Hong Kong and Macao and mainland professionals, so as to attract more enterprises and talents from Hong Kong and Macao to practice in Nansha.
