Hong Kong has a new advantage in the construction of the Great Bay Area
2023-02-06
With the resumption of customs clearance, many small and medium-sized enterprises in Hong Kong have begun to attach importance to the huge business opportunities in the Great Bay Area. According to the survey released by the Hong Kong Productivity Promotion Bureau on January 31, 11% of the 822 Hong Kong SMEs interviewed have sales business in the mainland cities of the Greater Bay Area, and 41% of them said that their turnover in the mainland cities of the Greater Bay Area accounts for half or more of their total turnover. 24% of small and medium-sized enterprises have or are considering further expanding their business to mainland cities in the Greater Bay Area because of the Outline of the Development Plan for the Greater Bay Area of Guangdong, Hong Kong and Macao. What role can Hong Kong play in the development of the Great Bay Area? What problems need to be solved in order to attract more Hong Kong SMEs and Hong Kong people to invest in the development of the Greater Bay Area? On January 19 this year, the Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, attended the Chief Executive's question and answer meeting in the Legislative Council of the Special Administrative Region. He said that with the customs clearance between Hong Kong and the mainland and the international, the number of passengers is expected to rise significantly, the export of goods will stabilize, and the improvement of the economic environment and atmosphere will bring the GDP back to the track. Li Jiachao also said that with the orderly resumption of normal exchanges with the mainland, he and his team would visit Guangdong as soon as possible to meet and communicate with officials from other cities in Guangdong Province and the Great Bay Area to jointly promote the construction of the Great Bay Area. This reflects the importance that the Hong Kong government attaches to accelerating the integration into the development of the Greater Bay Area. To truly realize the efficient cooperation and development of Guangdong-Hong Kong-Macao Greater Bay Area, first of all, we need to clarify their respective advantages and form complementarities. We cannot expect every city to play "forward" rather than "goal" or "guard". Therefore, it is very important to find out the position and role of each party in the construction of the Great Bay Area. In fact, through big data research and research, the author found that ordinary Hong Kong people have a limited understanding of the construction of the Great Bay Area. Many people thought that the "Great Bay Area" specifically refers to nine cities in Guangdong, excluding Hong Kong and Macao. The survey also found that many people believe that Hong Kong can best reflect the "needs of the Bay Area and the strengths of Hong Kong" in the ten major areas, the top three are financial industry, transportation industry and education industry. From this point of view, Hong Kong's role in the construction of the Great Bay Area, apart from the international financial center and the international trade center, seems to have no obvious new role to play. However, according to the survey results released by the Hong Kong Productivity Council this time, the industry in which Hong Kong SMEs intend to expand their business in the mainland cities of the Great Bay Area accounts for the highest proportion is the information and communication industry (56%). This highlights Hong Kong's biggest new advantage, which is also the most neglected one by the outside world. It is Hong Kong's information infrastructure advantage. Today, with the development of innovative technology, especially Internet technology, and the increasing demand for cross-border data transmission, stable and rapid information infrastructure is increasingly important, and information infrastructure is closely related to the recent "new infrastructure" in the mainland. The author learned from previous research that many submarine optical cables (including those operated by companies in the United States, Japan, Singapore, etc.) have landed in Hong Kong. Due to the overlap between optical cables, there are 4 entrances and 11 optical cables in all channels between Chinese Mainland and the international Internet, but 11 of the 14 submarine optical cable systems in Asia actually landed in Hong Kong, which means that there are 11 optical cables in Hong Kong alone leading to the Internet world, displaying Hong Kong's international data
