In Quzhou City, Zhejiang Province, the public servants have a meal on a business trip within the city. They don't need to issue an official letter. They just need to bind the Zhezheng Nail App with their personal meal card and go to the canteen of any company nearby to scan the code and pay. This way of dining on business trips stems from a style change. In July 2022, in order to further strictly implement the spirit of the eight central regulations, Quzhou Municipal Commission for Discipline Inspection and Supervision, together with the Municipal Bureau of Finance and other departments, carried out the reform of "official meals" in the whole city around "practicing economy and combating waste". The city clearly stipulates that, in addition to meetings, training meals and reception of foreign guests in the city, the staff of all levels of government agencies and units in the city shall carry out official activities within the scope of the city at designated dining points such as local government cafeterias, township (street) cafeterias, and relevant units will no longer arrange official reception by official letters, and the city will realize one-code universal and one-code payment. Since the reform for more than half a year, more than 65500 people have dined out of the tolerance scanning code, with an average daily meal of about 600 people, and the city's official reception expenses have decreased by about 30% year on year. At present, the practice is being further summarized and promoted. Problem-oriented exploration and practice have clear requirements and institutional provisions for domestic official reception. The General Office of the CPC Central Committee and the General Office of the State Council issued the Administrative Provisions on Domestic Official Reception of Party and Government Organs in 2013, which stipulates that if it is really necessary to receive when going out on official business, the sending unit shall send an official letter to the receiving unit, informing the content, itinerary and personnel. Article 10 stipulates that the reception unit can arrange a working meal and strictly control the number of people to accompany the meal. In May 2014, the Administrative Measures for Domestic Official Reception of Zhejiang Provincial Party and Government Organs issued by the General Office of Zhejiang Provincial Party Committee and the General Office of Zhejiang Provincial Government clearly stated that no meals were arranged for official activities in the same city. In June 2018, the Notice of Zhejiang Provincial Department of Finance on Standardizing Matters Related to the Collection and Payment of Travel Meal Fees clearly stated that if the meal needs to be arranged with the assistance of the unit, the travel personnel should inform the food control standard and the demand for settlement vouchers in advance, and pay the food fees directly to the food providers (including restaurants, farmhouses, and the company's internal canteen, etc.). For dining in the internal canteen of the unit, the per capita meal standard shall not exceed 20 yuan for breakfast, 40 yuan for lunch and 40 yuan for dinner. However, in Quzhou, there are certain problems in not arranging meals for business trips in the same city. Quzhou is dominated by mountains and hills, of which 36% are hills and 49% are mountains. The traffic is relatively inconvenient. With the in-depth promotion of the work of city and county integration, the combination of sections and villages, and the combination of groups and villages, the cadres of city and county departments have carried out more work in towns and villages, which has caused problems for some cadres to work across units and regions.
