Recently, the reporter learned from the Higher People's Court of Hunan Province that since 2022, the courts of Hunan have fully played the role of ensuring the rule of law as a fundamental, stable and long-term guarantee, and have made tangible achievements in promoting the establishment of a law-based business environment. The trial efficiency of enterprise-related cases in the province has been significantly improved, the average trial duration has decreased by 5%, and the holdover rate of cases with property available for execution has reached 99% within the legal trial limit. The courts of Hunan Province adhere to the principle of high promotion, pay attention to systematic development, effectively compact responsibilities, take the initiative to integrate the construction of the legalized business environment into the overall situation of high-quality economic development, formulate and implement the Three-Year Action Plan of the Courts of Hunan Province to Optimize the Business Environment (2022-2024), and the courts at all levels have established the Office for Optimizing the Business Environment, implement the first-hand responsibility system, clarify the objectives and tasks, and provide a starting point and path for optimizing the legalized business environment. In 2022, the provincial courts tried 1805 cases of crimes against the order of the socialist market economy, 3287 people, 8896 cases of crimes against property, 11575 people, and 41 cases of bribery, 43 people; 4683 cases of property rights disputes involving enterprises, 13200 cases of intellectual property rights, 731 cases involving foreign affairs, Hong Kong, Macao and Taiwan, 1175 administrative cases involving enterprises, 295 bankruptcy cases, and 106 cases were resolved. The long-term outstanding bankruptcy cases are all cleared, and the bankruptcy summary procedure is fully established to open the "fast track" for bankruptcy cases. Hunan courts adhere to problem-oriented, innovative methods and methods, effectively enhance the sense of gain of market subjects, comprehensively implement the economic impact assessment of enterprise-related cases, continue to optimize the level of enterprise-related litigation services, consolidate the difficult pattern of comprehensive governance and implementation, and help the healthy development of enterprises. We will strengthen the governance of the sources of litigation for enterprise-related disputes, resolve disputes through multiple linkage, and work with the provincial securities regulatory bureau, the Federation of Industry and Commerce, the Chamber of Commerce and other organizations to form a joint force to resolve disputes, and build a more convenient platform for resolving enterprise-related disputes.
