The report of the Twentieth National Congress of the Communist Party of China put forward that "improve the level of public security governance", "establish a large security and emergency response framework, improve the public security system, and promote the transformation of the public security governance model to pre-prevention". At present, the urbanization rate of China's population has increased from 36.2% in 2000 to 64.7% in 2021. Cities are an open social system with high frequency flow of factors. To face a high degree of instability and uncertainty, we must attach great importance to overall development and security, and attach great importance to the governance of public security. By June 2022, the number of Internet users in China has reached 1.051 billion, and the Internet penetration rate is as high as 74.4%. The rapid iteration, widespread popularization and deep penetration of digital technology have a profound impact on people's values, behavior, production and life, and are the largest variable of current public security. How to improve the level of public security governance in the digital context is an important proposition of current social development and governance. 1、 Digital technology empowers the path of public security governance Digital technology mainly refers to data acquisition, transmission, storage, analysis, control and other technologies such as the Internet of Things, blockchain, big data, cloud computing and artificial intelligence. Public security governance mainly refers to social security, emergency management and information security. Digital technology empowers public security governance, that is, through information perception, feedback, analysis, decision-making and intervention, digital technology reshapes the governance system and improves the governance ability brought about by social security, emergency management, information security, etc., which is a process of digital technology iteration and public security response to continuous interaction. The main characteristics of digital technology that are different from other technologies are its connectivity and the generation of data records in the process of connectivity. Therefore, digital technology empowering public security governance will work mainly by changing the relationship between subjects, that is, digital technology can promote the interaction between participants based on information and data, thus improving the degree of policy coordination, and achieving the goals of public security system governance, fine governance, source governance, intelligent governance, efficient governance, and agile governance. Specifically, digital technology empowers public security governance in two ways (see figure below). First, the government, as the subject of responsibility, can effectively coordinate the security governance resources and behaviors among different departments, different levels and even different administrative divisions through digital empowerment, ensure the compatibility of policy objectives and coordination of policy tools within the government, and improve the integrity of public security governance. Secondly, the social forces as the main participants can strengthen the communication, coordination and cooperation with the government through digital empowerment, achieve the consistency of policy design objectives and policy implementation objectives among all participants, and improve the effectiveness of public security governance. 2、 The report of the 20th National Congress of the Communist Party of China on the major progress of digital technology enabling public security governance stressed that national security is the foundation of national rejuvenation and social stability is the premise of national prosperity. In the context of risk society and digital society, public security is the priority value of social development. Supporting and guiding science and technology to empower public security governance has become a policy consensus and achieved positive results.
