The Special Conference on the Budget of the International Atomic Energy Agency (hereinafter referred to as the "Agency") was held in Vienna, Austria, on the 27th. The Conference approved the 2023 budget amendment and relevant resolutions submitted by the Board of Governors by consensus. In his speech, Wang Chang, the head of the Chinese delegation, appreciated the spirit of cooperation shown by all parties in the discussion of budget revision, stressed that every financial contribution made by member countries to the organization is extremely valuable under the current situation, and hoped that the Secretariat would make good use of every penny of the budget in a scientific, compliant, accurate and efficient manner, and further take cost-saving and efficiency measures to ensure the comprehensive and orderly implementation of the main plans, Promote the economic and social development of member countries and the better realization of the purpose of the institution "Atoms for Peace and Development". Wang Chang said that this budget adjustment has formed three important consensuses that are generally accepted by all parties through the full participation of all parties. These important consensuses are crucial not only for the institutional budget, but also for the long-term, sustainable and healthy development of the institution. First of all, we should respect, abide by and maintain the rules. Whether it is the budget issue, the Iranian nuclear issue, the disposal of nuclear contaminated water from Fukushima, Japan, or the cooperation of nuclear submarines between the United States, Britain and Australia, other issues should follow the rules. The institutional budget cannot be used for nuclear proliferation activities such as US-British-Australia nuclear submarine cooperation. The problem of irregular budget gap cannot rebound after rectification. According to the Statute of the Agency, the member States are the decision-makers and the secretariat is the executor. The major and sensitive issues of the Agency must be decided jointly by the member States, and the secretariat shall not make decisions without authorization. Secondly, we should continue to optimize the institutional budget structure. On the basis of the current reduction in the proportion of personnel funds, the Secretariat should formulate a plan to gradually reduce the proportion of personnel funds to a more reasonable level, so that the valuable funds of the organization can be used more for the mainstream business activities of the organization. Finally, we should continue to increase technical cooperation funds that are crucial to developing countries. China hopes that the Secretariat will strictly implement the requirement to use the saved funds for technical cooperation activities by reducing the proportion of personnel funds, and effectively enrich the funds for technical cooperation. Wang Chang stressed that China believes that as the most important intergovernmental international organization in the nuclear field, as long as the agency always acts in strict accordance with the rules and fully implements the important consensus formed in this budget adjustment discussion, it can realize its continuous improvement and progress and give full play to its irreplaceable important role. China will, as always, support the work of the Agency, uphold the concept of a community with a shared future for mankind, and work together with member States and the Secretariat to promote the stability and development of the atomic energy industry and make new contributions to world peace and prosperity.
