The Notice stipulates that the business activities of online performances (festivals) within the territory of the People's Republic of China shall comply with the relevant requirements of laws and regulations and the Interim Provisions on the Administration of Internet Culture. The business unit of online performance plays (festivals) shall establish and improve the content management system, equip professional personnel suitable for the content review work to manage the content of online performance plays (festivals), and strengthen the real-time monitoring of user-generated content such as comments and bullet screens. In order to provide the purpose of online performances (festivals) by live broadcast, the delayed live broadcast method shall be adopted, and special personnel shall be arranged to supervise the online performances (festivals) in real time, and the problems found in the content shall be blocked at the first time and handled in a timely manner. The Notice requires that the provincial cultural and tourism authorities should strengthen the dynamic monitoring and law enforcement inspection of the online performance drama (festival) market, urge enterprises to implement the main responsibility, and promptly investigate and deal with illegal acts. Relevant performance industry organizations should strengthen the industry research of online performance dramas (festivals), establish industry norms, carry out industry self-discipline, build industry exchange platforms, formulate relevant standards, strengthen talent training, coordinate talent service guarantee, and promote the prosperity and development of online performance dramas (festivals).
