In the information age, information technology products have become an important channel and carrier for the dissemination of languages and characters. In practice, while information technology products facilitate communication and dissemination, there are also many non-standard problems in the use of language, which is not conducive to the healthy development of language. The Administrative Provisions is the first special regulation to regulate the use of common language and characters in China for information technology products, and has initially established relevant management systems. The Administrative Provisions focus on three major categories of information technology products: basic software, intelligent language and word processing software, and digital and network publications, and clarify that the use of national common language and characters in information technology products should be conducive to safeguarding national sovereignty and national dignity, building the awareness of the Chinese people's community, promoting socialist core values, and abiding by public order and good customs; It shall comply with the standard of language and writing issued by the State. The Management Regulations separately stipulate the standards that different types of information technology products should comply with. At the same time, we should highlight the service orientation, require relevant products to provide users with language and text information prompt, opinion feedback and other functions, and emphasize that products for the disabled, the elderly, and children should take care of their special needs. The Administrative Provisions clarify the management responsibilities of language and writing departments at all levels, and emphasize the strengthening of work coordination and department coordination to improve management efficiency. While standardizing management, fully consider the characteristics of the rapid development of the information industry, and leave room for the development of language and text information technology such as intelligent processing. The Management Regulations will be formally implemented on March 1, 2023. In the next step, the Ministry of Education and the National Language Commission will strengthen overall coordination, give full play to the role of the member units of the National Language Commission and the local language and character work departments, improve the working mechanism and policy documents, and promote the standardization and healthy development of the use of the national common language and character of information technology products.
