In the just past year 2022, despite the fact that the world is full of conflict, chaos and extreme uncertainty, mutual trust between China and Africa continues to strengthen and consolidate the community of shared future with practical actions. Looking forward to 2023, Africa's development will still face many challenges. China will base itself on the traditional friendship between China and Africa, innovate the development cooperation model, accurately dock Africa's development demands, and inject strong impetus into the rejuvenation of the African continent. Under the guidance of the "correct concept of justice and benefit", we will continue to consolidate the political foundation of China-Africa cooperation. China has always been a strong supporter of Africa's development. As early as the late 1950s and early 1960s, the national liberation movement in Africa was surging. In the face of the emerging African countries, the former suzerain countries such as Britain and France tried to maintain their vested interests through foreign aid while being forced to recognize them. The United States and the Soviet Union also intensified their infiltration and competition. For this reason, these newly independent African countries are looking to China for help. At that time, despite its own development difficulties, China chose to support Africa selflessly. From December 14, 1963 to February 29, 1964, when Premier Zhou Enlai was invited to visit 14 countries in Asia and Africa, he put forward for the first time the Eight Principles of China's Foreign Economic and Technical Assistance, which is still the fundamental principle guiding China's foreign assistance, especially "without any conditions", which is still the principle of China's diplomacy, widely recognized by African countries, and has laid a solid foundation for China-Africa friendship. In the future, under the guidance of the correct concept of justice and interests, China will continue to respect and connect the development demands of African countries, and further consolidate the foundation of political mutual trust and cooperation between China and Africa. We will fully implement the global development initiative and help Africa achieve the 2030 goal of sustainable development. At present, most African countries have a single economic structure and a high degree of external dependence. The interruption of the global industrial chain and supply chain caused by the epidemic has exacerbated the vulnerability of the African economy and triggered the first economic recession in Africa in nearly 25 years. According to the prediction of the World Bank, although the economic growth rate of sub-Saharan Africa has increased, the average annual growth rate in 2023 will still not reach the average growth rate between 2000 and 2019. At the same time, on November 15, 2022, the United Nations announced that the total population of the world reached 8 billion, of which the African continent has become the main new area of the world's youth population, and the extreme poverty and food shortage caused by the superimposed epidemic situation have made the potential social risks in Africa more prominent. According to the mid-term review of the 2030 Sustainable Development Goals by the United Nations, many indicators in Africa have stagnated or regressed, unemployment and poverty rates have risen, and the total number of vulnerable people has increased. In this regard, China will fully implement the "people-oriented" global development initiative, actively connect the United Nations 2030 Agenda for Sustainable Development, the AU 2063 Agenda and the development strategies of African countries, focus on helping Africa cultivate endogenous growth capacity, innovate the ideas and methods of development cooperation, and increase efforts to promote poverty reduction and development in Africa.
