He suggested that the functional orientation of Shantou Overseas Chinese Economic and Cultural Cooperation Pilot Zone should be identified and built into a platform for high-quality development. Establish and improve a new open economic system in the pilot area that conforms to the wishes of the majority of overseas Chinese and international prevailing rules, and divide different functional orientations according to the characteristics of different areas in the pilot area. Huang Xiaobiao proposed to actively seek more policy support, strive to establish special customs supervision economic zones in some regions, and implement "zero tariff" on goods trade in principle. Build an electronic purse seine system, explore the free inflow and outflow of cross-border capital and promote the convertibility of capital accounts, support the cross-border RMB settlement business in the pilot zone, and actively promote the freedom and convenience of investment. We will support the development of existing land, implement special policies on the change of land use nature, land development, reclamation and other aspects, and strengthen the guarantee of land use for major projects in the pilot area.
