The report clearly emphasizes the overall promotion of the rule of law at home and abroad. The 18th National Congress of the Communist Party of China, which attaches great importance to the rule of law concerning foreign affairs, made a strategic plan to comprehensively promote the rule of law. The Decision of the CPC Central Committee on Several Major Issues Concerning Comprehensively Promoting the Rule of Law, adopted at the Fourth Plenary Session of the 18th CPC Central Committee, proposed that the construction of China under the rule of law should "strengthen foreign-related legal work". In the Decision of the CPC Central Committee on Adhering to and Perfecting the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capacity adopted at the Fourth Plenary Session of the 19th CPC Central Committee, it was clearly stated that "strengthen the foreign-related legal work, establish the legal system for foreign-related work, strengthen the research and application of international law, and improve the level of the rule of law in foreign-related work." The Proposal of the Central Committee of the Communist Party of China on the Formulation of the Fourteenth Five-Year Plan for National Economic and Social Development and the 2035 Vision further emphasizes "strengthening the construction of the foreign-related legal system and strengthening the application of international law". The meeting proposed that the rule of law at home and abroad should be promoted as a whole. Specifically, it is required to accelerate the strategic layout of foreign-related rule of law work, coordinate the promotion of domestic and international governance, and better safeguard national sovereignty, security and development interests; We should strengthen the thinking of the rule of law, use the way of the rule of law, effectively respond to challenges and prevent risks, comprehensively use legislative, law enforcement, judicial and other means to fight, and resolutely safeguard national sovereignty, dignity and core interests; We should promote the reform of global governance and promote the construction of a community with a shared future for mankind. When it comes to the rule of law, there are three concepts: domestic rule of law, foreign-related rule of law and international rule of law. From China's standpoint and standard, the rule of law includes domestic rule of law and foreign-related rule of law; From the perspective of the international community, China has actively participated in and maintained the international rule of law based on international law. China's emphasis on foreign-related rule of law and global governance will greatly promote the enrichment and development of domestic law theory and practice, promote the popularization, research and application of international law in China, and contribute to the development of China's domestic and foreign-related rule of law, as well as the development of international law worldwide. In fact, these worldviews, methodologies, standpoints and methods can also guide the coordination of domestic and foreign-related rule of law. The following uses the six "must insist" mentioned in the report to analyze. We must adhere to the principle that the people are supreme and the rule of law is a neutral word. Good rule of law is good law and good governance. The nature of China's legal cause is determined by the nature of the Party. The CPC is dedicated
