The United Nations Security Council passed the extension resolution of Syria's cross-border humanitarian relief authorization

2023-01-10

The United Nations Security Council unanimously adopted resolution 2672 on the 9th, extending the authorization of cross-border humanitarian relief in Syria for another six months until July 10, 2023. Security Council resolution 2672 is a follow-up to resolution 2642 adopted last July. Resolution 2642 extended the authorization of the Babhiwa cross-border point for six months until January 10, 2023, and provided that the authorization could be extended for another six months, but the Security Council needed to adopt a resolution again. Zhang Jun, the Permanent Representative of China to the United Nations, said in an explanatory statement after the Security Council adopted resolution 2672 on the 9th that China voted in favour of the relevant draft resolutions of the Security Council. China hopes that the Security Council and relevant United Nations agencies will take this extension as an opportunity to comprehensively summarize the experience and shortcomings in the implementation of the resolution in the past six months, ensure its comprehensive and effective implementation in the future, and make greater contributions to the continuous improvement of the humanitarian situation of all Syrian people. Zhang Jun said that Syrian sovereignty and the leadership of the Syrian government should be fully respected. Cross-border relief is a temporary arrangement made under special circumstances. Finally, it is necessary to gradually and orderly transition to cross-line relief and make cross-line relief the main channel for humanitarian relief to Syria. To this end, the frequency and scale of the cross-line rescue in northern and western Syria must be significantly improved, and the cross-line rescue in the Rukaban refugee camp should be restarted as soon as possible. Zhang Jun said that we should vigorously promote the quality and efficiency of early recovery projects. At present, the overall funding of early recovery projects needs to be improved. The progress of early recovery projects in different areas is different, and there are significant differences in project implementation in different regions. China urges all donors to properly resolve the above issues as soon as possible in the light of the welfare of all Syrian people. Clearing up explosive remnants of war is of great significance for restoring the normal production and life of the Syrian people, and should be included in the early recovery field as soon as possible. Zhang Jun said that unilateral sanctions impede Syria's humanitarian access and restrict Syria's access to humanitarian resources, which runs counter to the efforts of the Security Council and the international community to improve Syria's humanitarian access and increase Syria's humanitarian resources. China once again urges the relevant countries to immediately and comprehensively lift the unilateral sanctions against Syria. The Security Council adopted a resolution in 2014 authorizing the United Nations humanitarian agencies and their implementing partners to provide emergency humanitarian assistance to the Syrian people across the border and conflict lines. The Security Council has subsequently extended this mandate many times. (Xinhua News Agency)
