It is reported that the number of newborn babies in Japan in 2022 is likely to fall below the 800000 mark for the first time, the lowest since statistics began in 1899. Moreover, this low birth rate occurred 8 years earlier than previously estimated, making Japanese society more worried about the further aggravation of childlessness and aging. Population aging is also a hot topic of concern in China. Since the 18th National Congress of the Communist Party of China (CPC), especially in the past five years, the Party and the country have upgraded the active response to population aging to a national strategy, issued a medium - and long-term plan, and put forward suggestions on strengthening the aging work in the new era. The report of the 20th National Congress of the CPC further emphasized the implementation of the active response to population aging national strategy to promote long-term balanced population development. All of these have made full preparations in macro design and top-level design for coping with population aging. The impact of the accelerated aging of the population urges us to change the mode of economic and social development. In the past, we were used to the continuous growth of the population and the huge scale of the labor force. Now, we are about to face a situation of negative population growth and declining working age population. We urgently need to change from the use of demographic dividend to the development of human capital. In this process, we should not only see the reduction of the working age population, but also see the significant changes in the quality of the population. The number of people with higher education is increasing rapidly, and the health level of the population is constantly improving. In 2022, there will be about 10.76 million college graduates in China. In fact, more than 220 million college graduates and junior college graduates have been trained in China since the reform and opening up more than 40 years ago. There are 206 million college students and graduates among the working age population of 16 to 59 years old in China. This reminds us that the future development should focus on the rational use of human resources, and create conditions to enable the rapidly growing, well-educated and large-scale human resources to play a full role. More importantly, in the process of actively coping with population aging, we should truly integrate the positive aging concept and healthy aging into the whole process of economic and social development. Nowadays, when the media and public opinion talk about the aging of the population, there are still many pessimistic and negative emotions. For example, a statement like "China will enter a severe aging in a few years" may want to use "severe" to highlight the adverse effects. If we look at the document of the first United Nations World Assembly on Ageing in 1982, the Vienna International Plan of Action on Ageing clearly points out that population ageing is an achievement of social and economic development. At the end of last year, the State Council issued the "Fourteenth Five Year" National Plan for the Development of the Aged Cause and the Elderly Care Service System, which also proposed that "population aging is an objective trend of human social development". Therefore, we should not only actively respond to the aging of the population, but also avoid new discrimination and concerns against the aging society. According to the proportion of the elderly population, the aging stage of the population can be objectively divided into an aging society, an aging society and a super aging society, without subjectively evaluating whether it is a moderately or severely aging society.
