In recent years, the police in many places have cracked "face changing" fraud cases, and some criminals use AI face changing technology to impersonate victims to defraud on social platforms; Some people make static photos into dynamic facial videos, and even can nod, blink, frown realistically... The emergence of these new types of fraud is related to the abuse of depth synthesis technology. Recently, the State Internet Information Office, the Ministry of Industry and Information Technology and the Ministry of Public Security jointly issued the Administrative Provisions on the Deep Integration of Internet Information Services, which will be implemented from January 10, 2023, defining the "bottom line" and "red line" of deep integration services, and maintaining a good ecosystem of cyberspace. Technological development and risk challenges often go hand in hand. Deep synthesis technology refers to the technology of making text, image, audio, video, virtual scene and other network information by using deep learning, virtual reality and other synthetic algorithms. From the generation of virtual anchors to the construction of meta cosmic scenes, from the production of special effects in films and television to the beauty of social media, the rapid development of deep synthesis technology has spawned a large number of applications, playing an increasingly important role in education, film and television, media and other fields. However, the deep synthesis technology that can "fake or fake" also brings about the risk of deep forgery - some criminals use it to produce, copy, release and disseminate illegal information, slander and disparage others' reputation and honor, and fake others' identities to commit fraud and other illegal acts, affecting the communication order and social order, damaging the legitimate rights and interests of the people, and endangering national security and social stability. Cyberspace is not a place beyond the law, and the boundary between true and false is more blurred. The Implementation Outline for the Construction of a Society under the Rule of Law (2020 - 2025) puts forward clear requirements for the formulation and improvement of "standardized management measures for the application of new technologies such as algorithm recommendation and in-depth forgery". In particular, as the threshold of in-depth synthesis technology has been greatly reduced, ordinary people may use some software or tools to produce synthetic content that is difficult to distinguish between true and false. This trend of technology popularization makes it particularly urgent to accelerate the reasonable and effective use of the technology according to law. In this regard, in recent years, a series of laws and regulations have successively included them in the supervision. Now, through formulating systematic and specific provisions on the application of in-depth synthesis technology to provide Internet information services, we have clarified the information security obligations of various subjects, which further provides a strong legal guarantee for promoting the standardized development of in-depth synthesis services. Clear "bottom line" and "red line" can leave enough space for long-term development. With the rapid development of artificial intelligence and big data technology, the application prospect of deep synthesis technology in the future is increasingly broad. Safety is the premise of development, and the good use of technology provides a basis for sound development and social benefits, while unchecked abuse is doomed to produce a "cancer" that hinders its own development. China has massive data resources, huge application needs, and deep market potential. Only by making technology better can we give full play to these unique development advantages, maximize technological progress, and enhance the sense of access, happiness, and security of the people in cyberspace.
