The plenary meeting of the Leading Group for the State Council to Cure Wage Arrears of Migrant Workers was held in Beijing on December 29. Premier Li Keqiang made important instructions. The instructions pointed out that ensuring the payment of migrant workers' wages is related to the vital interests and livelihood of migrant workers. In recent years, the relevant departments in all regions have conscientiously implemented the decisions and arrangements of the CPC Central Committee and the State Council, constantly improved the system of governing arrears according to law, and made positive progress in eliminating arrears. With the approaching of the two festivals and the peak of wage settlement, migrant workers are eager to get hard money for the New Year. We should solidly carry out the special action of centralized rectification of wage arrears, strengthen the joint law enforcement by multiple departments, increase the investigation in areas where wage arrears are easy to occur, severely punish malicious wage arrears in accordance with the law, implement systems such as wage deposit, and ensure that migrant workers receive their wages in full and on time. We will increase assistance to migrant workers in their employment, provide timely unemployment subsidies and assistance to unemployed migrant workers and migrant workers in need, hold the bottom line of basic livelihood, and make new contributions to sustainable and healthy economic and social development! Hu Chunhua, Vice Premier of the State Council and Leader of the Leading Group of the State Council to Cure Wage Arrears of Migrant Workers, attended the meeting and delivered a speech. Hu Chunhua pointed out that due to various factors this year, the problem of wage arrears has rebounded greatly, and the work to eradicate wage arrears for migrant workers is facing a more complex situation. All regions and relevant departments should conscientiously implement the deployment of the CPC Central Committee and the State Council, fully understand the seriousness and complexity of the current situation of unpaid wages, and do a solid job to eradicate the unpaid wages of migrant workers. We should actively take measures to increase the investigation of hidden dangers and risk prevention of wage arrears, urge the units that can afford to pay the wages owed to migrant workers as soon as possible, and coordinate and properly solve the problem of wage arrears of enterprises in difficult industries. We should strengthen the guarantee for migrant workers living in poverty, use relevant reserve funds in a timely manner, and carry out relief and assistance through multiple channels. At the same time, we should help migrant workers stabilize their employment, and ensure that the people out of poverty receive full and timely income from migrant workers. We should severely punish malicious wage arrears and effectively prevent and eliminate related risks and hidden dangers. We should strengthen the concept of a game of chess, implement responsibilities at all levels, and closely coordinate with each other to form a strong joint force to deal with salary arrears.
