On the 28th, the Implementation Plan on Further Improving the Market oriented Green Technology Innovation System (2023-2025) (hereinafter referred to as the Implementation Plan) jointly issued by the National Development and Reform Commission and the Ministry of Science and Technology was officially released. The document proposes that by 2025, the market-oriented green technology innovation system will be further improved, and the supporting capacity of green technology innovation for green low-carbon development will continue to be strengthened. The main body of green technology innovation of enterprises was further expanded. The Implementation Plan has identified nine key tasks, including strengthening the leading role of green technology innovation, strengthening the main body of green technology innovation, promoting the synergy of green technology innovation, and accelerating the transformation and application of green technology. With regard to strengthening the leading role of green technology innovation, the Implementation Plan proposes to clarify the direction of green technology innovation and strengthen key green technology tackling. We will organize and implement key special technology breakthroughs such as "research and demonstration of key technologies for carbon peaking and carbon neutralization", "comprehensive treatment of air and soil and groundwater pollution", "key technologies and equipment for circular economy", "comprehensive treatment of water resources and water environment in key river basins such as the Yangtze River and Yellow River", and encourage green technology innovation entities to actively participate in the research and development of a number of key core green technologies with independent intellectual property rights and reaching the international advanced level. In terms of expanding the main body of green technology innovation, the Implementation Plan proposes to cultivate leading enterprises of green technology innovation and support leading enterprises and their consortia to undertake green technology R&D projects supported by the national science and technology plan. We will foster small and medium-sized enterprises specializing in green technology innovation and "small giant" enterprises specializing in green technology innovation, and increase support for small, medium-sized and micro green technology innovation enterprises. Guided by meeting market demand, optimize the layout of innovation platform bases such as national key laboratories in green technology, national engineering technology research centers, national technology innovation centers, and national energy R&D innovation platforms, and increase the cultivation and support for the construction of green technology innovation platform bases. In order to speed up the transformation and application of green technologies, the Implementation Plan specifies to promote the construction of green technology trading market, improve the green technology promotion mechanism, and encourage the application of green technology products.
