The Notice focuses on stabilizing and expanding the scale of manufacturing industry's investment attraction, focuses on solving the bottleneck constraints of capital, land, talents and other resource factors needed for the development of the manufacturing industry, supports the national economic and technological development zones ranking top in the comprehensive development level assessment and evaluation to play a better exemplary role, and focuses on improving the quality and efficiency of the manufacturing industry by increasing the support for investment attraction, strengthening the guarantee of manufacturing project elements Put forward 12 supporting measures in four aspects, including fully maintaining the stability of the industrial chain supply chain. Specifically, it includes expanding investment attraction resources, making full use of capital policies, expanding the overlapping advantages of open platforms, optimizing the project EIA process, ensuring the demand for project land, increasing financial support, improving industrial innovation capacity, actively cultivating industrial clusters, promoting green and low-carbon circular development, establishing a logistics guarantee mechanism, facilitating the entry and exit of business personnel, and promoting the coordinated development of the industrial chain.
