On December 28, Guangzhou Municipal Bureau of Planning and Natural Resources issued Several Measures for Further Optimizing the Approval Service Mechanism to Assist Enterprises in Saving and Promoting Economic and Social Development (the First Batch) (hereinafter referred to as the "Measures"), and launched 22 measures to assist enterprises in five aspects, The Measures cover the whole chain from preliminary project site selection, land supply to planning and construction application, planning condition verification and real estate registration. It is expected to speed up the implementation of construction projects for more than 100 days, further saving time and capital costs for enterprises. One of the highlights of the Measures is that the planning requirements for public service facilities are clarified before land supply, topographic maps and underground pipeline maps are actively provided after land supply, the Planning Permit for Construction Land and the Real Estate Property Right Certificate are directly issued, the design scheme review service is carried out in advance, the handling process is simplified, the time for enterprises to obtain certificates is shortened, and the enterprises are guaranteed to "run less" and start work early after land acquisition. In the past, the land use unit could only carry out the preparation of the construction project planning and design scheme, the review of the design scheme, and the planning and construction application after the land parcel was transferred. After this reform, in the gap between the land transfer announcement and the transaction, the land use intention unit can first carry out the design scheme preparation and construction drawing design, and the planning and resource department will take the initiative to connect, provide the front service, provide the design scheme review service and issue the technical review opinion. After the enterprise formally improves the land use procedures, it can issue the construction project planning license within 3 working days, Turn the "waiting period" before land acquisition into the "acceleration period" of project promotion, and realize "land acquisition means commencement". The Measures pointed out that the preliminary selection and planning conditions of new land use, the planning conditions and land supply review of self owned state-owned construction land, the review of land transfer contract change agreement, the review of design scheme of small and medium-sized construction projects and the construction project planning permit should be handled together. After the reform, the business process and application materials of enterprises were reduced, and the processing time was greatly shortened. The Measures also specified that the time limit for handling planning conditions and municipal engineering design scheme review should be reduced. The reduced time limit has been reduced by half, greatly improving the efficiency of planning resource approval. Guangzhou will also promote real estate registration "one thing at a time". Enterprises and natural persons can apply through the comprehensive acceptance window of the municipal and district registration halls or the "one thing" special area of the provincial government service network. Only one set of materials needs to be submitted to achieve the "one thing one time" of the two items of enterprise state-owned land housing transfer registration and tax declaration, and the five items of natural person housing transfer registration, tax declaration, water and electricity transfer. Guangzhou will set up a real estate registration online service point in relevant banking institutions in Hong Kong and Macao to realize one-time application and "zero customs clearance" handling of cross-border mortgage business of real estate, and reduce the number of people running around.
