The 38th Session of the Standing Committee of the 13th National People's Congress held its first plenary meeting in the Great Hall of the People in Beijing on the morning of November 27. The Constitution and Law Committee suggested that the Standing Committee decide to submit the draft amendment to the First Session of the Fourteenth National People's Congress for deliberation after deliberation at this session of the Standing Committee. In the second review of the draft, the relevant contents of improving the anti espionage awareness of the whole people, strengthening the national security and people's defense lines, and increasing support for anti espionage work were added. The meeting heard Li Fei's report on the revision of the draft ecological protection law on the Qinghai Tibet Plateau. The second draft further promoted the construction of the ecological security system, strengthened ecological protection and restoration, improved biodiversity protection measures, strengthened ecological risk prevention and control on the Qinghai Tibet Plateau, and strengthened scientific and technological support. In order to protect and improve the marine environment, promote sustainable economic and social development, and realize the harmonious coexistence between man and nature, the Environment and Resources Protection Commission has put forward a proposal on submitting the revised draft of the Marine Environment Protection Law for deliberation. In order to consolidate and improve the basic socialist economic system and the basic rural management system, and safeguard the fundamental interests of the broad masses of farmers, the Agriculture and Rural Committee has put forward a proposal to submit a draft law on the organization of the rural collective economy for deliberation.
