This year marks the 40th anniversary of the promulgation and implementation of China's current Constitution. Over the past 40 years, the current Constitution has vigorously promoted and strengthened the socialist rule of law, and vigorously promoted and guaranteed the development of the cause of the Party and the country. We should take the opportunity to commemorate the 40th anniversary of the promulgation and implementation of the current Constitution, implement the spirit of the 20th National Congress of the Communist Party of China, strengthen constitutional awareness, carry forward the spirit of the Constitution, promote the implementation of the Constitution, better play the important role of the Constitution in governing the country, and provide a solid guarantee for building a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation in an all-round way. The formulation and implementation of the Constitution is a sign of the progress of human civilization and an important support for the modernization of human society. Since modern times, the Chinese people have struggled to find a way to change the future and destiny of the Chinese nation. Some political forces failed in their attempts to improve China's feudal autocracy according to the Western political system model. After the CPC stepped onto the stage of Chinese history, through arduous exploration and practice, it successfully formulated and implemented a constitution with distinctive socialist nature and a real people's constitution on the land of China, which has pioneering significance in the history of China's constitutional development and even in the history of the world's constitutional system, and has contributed Chinese wisdom and Chinese programs to the progress of human legal civilization. The Constitution, formulated by the people under the leadership of our Party, embodies the wisdom of the people, reflects the common will of all the people, achieves a high degree of unity between the Party's propositions and the people's will, and overcomes the shortcomings of all the old constitutions that only represent the will of the minority and serve the interests of the minority. As a result, it has been supported and followed by the broadest number of people, and has significant advantages, a solid foundation, and strong vitality. After the promulgation and implementation of the current Constitution in 1982, under the leadership of the Central Committee of the Party, the National People's Congress has made necessary and very important amendments to individual articles and parts of the Constitution five times. These amendments have played an important role in improving and developing our Constitution, promoting the socialist rule of law, and improving the Party's ability to govern the country according to law. Since the 18th National Congress of the Communist Party of China (CPC), our Party has attached great importance to comprehensively governing the country according to the law. From a strategic height that concerns the long-term stability of the Party and the country, we have positioned, laid out and enforced the rule of law. We have planned and promoted comprehensively governing the country according to the law in the "four comprehensive" strategic layout, and made historic achievements in building China's constitutional system and implementing the Constitution. We have successively made major decisions on comprehensively governing the country in accordance with the law and revising some parts of the Constitution. We have established the Central Committee for Comprehensively Governing the Country in accordance with the Law. We have improved the institutional arrangements for the Party to lead legislation, ensure law enforcement, support justice, and take the lead in abiding by the law. The Party's leadership over comprehensively governing the country in accordance with the law and implementing the Constitution has been comprehensively strengthened. Actively promote the institutionalization and rule of law of the Party's leadership, establish the guiding role of socialism with Chinese characteristics for a new era in national politics and social life in the constitutional amendment, and make it clear that the leadership of the CPC is the most essential feature of socialism with Chinese characteristics, and the constitutional guarantee of the Party's leadership is more sound. We will strive to improve the socialist legal system with Chinese characteristics, with the Constitution at its core, and improve the relevant legal systems and mechanisms of the Constitution.
