According to the official website of the National Health Commission, the State Council's Joint Prevention and Control Mechanism for novel coronavirus Pneumonia Medical Treatment Team, the General Department of the State Administration of Traditional Chinese Medicine and the General Department of the State Drug Administration jointly issued the Notice on Strengthening the Dispensing and Use of Preparations in Medical Institutions for Children during the Epidemic Period (hereinafter referred to as the Notice). The Notice pointed out that, according to the Drug Administration Law of the People's Republic of China and its relevant provisions, preparations prepared by medical institutions for children who have been approved or filed according to law and approved by provincial drug regulatory authorities can be used among medical institutions designated within the jurisdiction. The Notice requires that medical institutions should carefully evaluate and select the preparation prepared by medical institutions for children with definite efficacy, controllable quality, safety and stability for use. The provincial drug supervision and administration department shall implement rapid examination and approval on the application for dispensing and use of preparations prepared by medical institutions for children, which shall be completed within 3 working days in principle. A medical institution shall take the main responsibility for the quality of the preparations made by the medical institutions it has transferred out for use, strengthen the guidance on the pharmaceutical administration of the medical institutions receiving the transfer, strengthen the training of medical personnel, so that they can master the indications, contraindications, usage and dosage, and common adverse reactions of the transferred preparations, and strengthen monitoring to ensure the safety of drug use. The medical institution receiving the dispensing shall use the preparations in strict accordance with the instructions, and shall be responsible for the adverse consequences caused by the excessive use or improper use. The Notice emphasized that medical institutions at all levels and of all types should constantly strengthen drug administration, promote rational clinical drug use, and effectively ensure medical quality and safety. The competent health authorities, the competent departments of traditional Chinese medicine and the drug supervision and administration departments should strengthen the supervision and management of the dispensing and use of preparations made by medical institutions to ensure that the relevant work is carried out in a standardized and orderly manner.
