Zhang Jun, the Permanent Representative of China to the United Nations, made a speech at the Security Council Open Debate on Multilateralism on the 14th, calling on the international community to practice genuine multilateralism and more effectively pose threats and challenges to the world. Zhang Jun said that the essence of multilateralism is to discuss and handle international issues together, and the future and destiny of the world are in the common hands of all countries. The challenges facing the world today are not because the purposes and principles of the United Nations Charter are outdated, but precisely because they have not been effectively implemented; It is not because multilateralism itself has gone wrong, but precisely because the essence of multilateralism has not been truly practiced. Zhang Jun said that true multilateralism means adhering to one family under heaven and sharing the destiny of mankind. All countries should strengthen solidarity under the United Nations flag, achieve common development, safeguard common security and create a common future. It is neither desirable nor feasible to seek decoupling artificially. Drawing a line with ideology and engaging in camps and exclusive circles for specific countries runs counter to the spirit of multilateralism and will only push the world towards division and confrontation. Zhang Jun said that true multilateralism means maintaining the international system with the United Nations at its core, the international order based on international law and the basic norms of international relations based on the purposes and principles of the United Nations Charter. International rules should be based on international law and formulated by all, rather than imposing rules unilaterally formulated by a few countries on the international community, let alone exceptionalism and double standards. The so-called "international order based on rules" is ambiguous and does not represent the common will of the international community. Zhang Jun said that true multilateralism means working together to achieve win-win cooperation. The United Nations should take addressing common challenges as a starting point, give prominence to promoting the implementation of the 2030 Agenda for Sustainable Development, and ensure that all countries, especially developing countries, benefit equitably from multilateral cooperation. The United Nations should be a platform for dialogue and cooperation. No country can define its policies towards the United Nations by strategic games, or unilaterally pursue monopoly advantages on the condition of harming the interests of other countries. Zhang Jun pointed out that the Security Council is the core of the United Nations collective security system and an important platform for putting multilateralism into action. He elaborated on China's views on promoting the Security Council to better perform its responsibilities under the Charter of the United Nations, and stressed the need to enhance the Council's unity and cooperation, adhere to the political settlement of disputes, focus on solving root causes, and constantly improve the Council's working methods.
