The EU has taken another step towards militarization in order to survive in an unstable global situation. Josep Borrell, High Representative for European Foreign and Security Policy, said that the European Union would conduct its first joint military exercise in Spain in 2023. According to a report on the website of Spanish newspaper El Pais on December 10, in the second half of next year, when Spain holds the rotating presidency of the European Union, the new military department of the European Union, the so-called rapid reaction force (which will be composed of 5000 soldiers), will conduct the first exercise on the ground. The 2023 exercise in Spain will not mobilize all 5000 soldiers of the future force, but only a part of them. However, it is crucial to verify the command and control capability of MPCC. MPCC has been leading non war missions so far, focusing on training the army of a third country (Mali, the Central African Republic, Somalia or Ukraine). It will take over the command of the Rapid Response Force in 2025, but is preparing to expand its personnel. It remains to be determined where the joint exercise will be held in Spain and how many soldiers will participate. It is reported that in the next few months, the 27 countries will discuss their participation in the exercise and their funding sources. Part of the funds are borne by the host Spain; Other participating countries will pay part of the funds.
