To promote digital empowering grassroots governance and enable more governance forces to become law based forces through "digital intelligence" can not be separated from a deep understanding and grasp of the rule of law. To build the rule of law, we must not only focus on the end, but also focus on the front end and prevent the disease. China's national conditions decide to promote more legal forces to make efforts at the guidance end and the facilitation end, improve the preventive legal system, adhere to and develop the "Maple Bridge experience" in the new era, and innovate and improve the comprehensive mechanism for multiple prevention, mediation and resolution of social conflicts. At the beginning of 2019, the Supreme People's Court creatively proposed a one-stop and diversified dispute resolution mode, integrating dispute resolution resources, reshaping the litigation pattern, and serving social governance. All localities actively implemented this work plan and put forward many innovative measures. Among them, it has become a valuable experience to enable grassroots "smart governance" through digital reform. Some economically developed regions, such as the Yangtze River Delta, have made more in-depth exploration in this regard. In Zhejiang Province, some places focus on digital reform and use modern concepts, means, mechanisms and methods to systematically integrate and digitally empower governance forces in response to the problems of digital barriers, untimely handling and response, and weak professional judicial forces at the grassroots level. For example, Jinhua City, through reengineering and reshaping the process and mechanism of dispute resolution, especially the comprehensive digitalization and high intelligence of the source of complaint governance, effectively enables grassroots social governance to "act as one's arm and as one's arm", to achieve a one map overview of governance effectiveness, one network monitoring of governance risk, one station overall planning of governance strength, and integrated optimization of governance effectiveness. Chinese path to modernization is a modernization with a huge population. The vast human settlement environment and the world's first population base make it urgent for China's social governance to be based on precision, refinement and digitalization to help economic and social development. In this regard, it is necessary to further promote the comprehensive application of digitalization, make the operation of the system project with multi subject participation and multi-dimensional interaction more efficient, guide more disputes to be resolved outside the litigation, and effectively reduce the litigation increment.
