Guterres, attending the welcoming ceremony on the eve of the opening of the second phase of the 15th Conference of the Parties to the United Nations Convention on Biological Diversity (COP15), said that human beings and nature do not live in harmony. The loss of nature and biodiversity will make mankind pay a huge price. He commented that human beings are "waging war" against nature. In pursuit of unrestrained and unequal economic growth, mankind itself has become a "weapon of mass destruction". Guterres said that it was time to "conclude a peace treaty" with nature. He stressed that a "bold" "post-2020 global biodiversity framework" needs to be reached through COP15, and "there is no excuse and no delay". In his view, three specific actions are needed for this purpose. The government must formulate a cross sectoral national action plan covering finance, food, energy and infrastructure; The private sector must recognize that both profit and protection must be emphasized; Developed countries should provide substantial financial support to countries in the "Global South", and developing countries cannot be expected to bear the burden of guarding the earth's natural wealth alone. At the same meeting, Canadian Prime Minister Trudeau said that Canada would add 350 million Canadian dollars to support developing countries to promote biodiversity conservation. The second phase of COP15 is scheduled to be held in Montreal, where the secretariat of the Convention on Biological Diversity is located, from December 7 to 19, with the goal of reaching the "post-2020 global biodiversity framework".
