The per unit yield of rice, soybean and corn in Heilongjiang, the largest grain producing province in China, is expected to reach a record high, and the grain production will achieve "19 consecutive high". "The fundamental way to solve the problem of eating is science and technology." When harvest comes, we may need to re emphasize and reiterate the key role of agricultural science and technology in China's food harvest. Since the 18th National Congress of the Communist Party of China, the contribution rate of the increase of grain yield per unit area to the increase of total output has exceeded 66%, the level of comprehensive mechanization of cultivation and harvest of major crops has exceeded 72%, the contribution rate of agricultural scientific and technological progress has increased from 53.5% to 61.5%, the coverage rate of good varieties of crops has exceeded 96%, and the contribution rate of good varieties to the increase of grain production has reached more than 45%. All these have effectively supported and guaranteed the stability of the annual grain output above 1.3 trillion kg. At present, China has established the world's largest agricultural public research and extension system, and agricultural researchers and agricultural public R&D expenditure rank first in the world. The improved varieties of main crops have basically achieved full coverage, and the area of independently selected varieties accounts for more than 95%. It has been achieved that Chinese grain is mainly used by Chinese varieties, and the self-sufficiency rate of core species of main livestock breeds has also exceeded 75%. The new National Crop Germplasm Resource Bank, which can hold 1.5 million germplasm resources, has been put into trial operation. In 2020, the utilization rate of chemical fertilizer and pesticide for rice, wheat and corn will be 40.2% and 40.6% respectively, which are 5 and 4 percentage points higher than those in 2015. The application area of organic fertilizer in China has exceeded 550 million mu per time. Formula fertilizer accounts for more than 60% of the total application of the three major grain crops, and efficient low-risk pesticides account for more than 90%. The green prevention and control rate of major crop diseases and pests has reached 41.5%, the comprehensive utilization rate of livestock and poultry manure has reached 76%, the recovery rate of agricultural film has reached 80%, and the comprehensive utilization rate of straw has reached 86.7%. All these have supported the vision that grain output will continue to be "continuous high" and steadily improve. In peace, we should also be prepared for danger. With the population growth, water and soil resource constraints and the intensification of climate change, the pressure on agricultural production increase in the future will become greater and greater, and agricultural science and technology will play an increasingly important role in feeding the future global population. According to the prediction of the Organization for Economic Cooperation and Development, 87% of the global crop output growth in 2030 will come from the growth of unit yield, 6% from the expansion of land use, and 7% from the increase of planting intensity. Drawing on international experience, China should take the "big food concept" as the guide, strengthen the support of agricultural science and technology, and create a modern agricultural development road with high efficiency, product safety, resource conservation and environmental friendliness. In this process, the following points are particularly important. First, continue to increase investment in agricultural scientific research and form a diversified agricultural science and technology investment system. Although the investment intensity of agricultural science and technology activities and R&D activities in China is growing, the overall investment intensity of agricultural science and technology in China is still lower than the average level of the whole industry and the level of developed countries, which needs to be further improved, especially to increase support for agricultural basic research and stability funds. The source of agricultural science and technology funds in China is relatively single. Government funds have always been the main source of funds for agricultural science and technology activities, and enterprises need to be further encouraged
