In order to strengthen the promotion of national common language and characters, strengthen and standardize the construction and management of national language and character promotion bases, the National Language and Character Working Committee recently revised the Administrative Measures for National Language and Character Promotion Bases (for trial implementation) and issued the Administrative Measures for National Language and Character Promotion Bases (hereinafter referred to as the Administrative Measures). The Administrative Measures shall come into force as of January 1, 2023. According to the person in charge of the Language Application Management Department of the Ministry of Education, the Ministry of Education and the National Language Commission started the construction of national language and character promotion bases in 2018, and 122 promotion bases, including Peking University, have been identified so far. The newly revised Management Measures has enriched and refined the positioning, tasks, responsibilities, guarantees, management and supervision of the promotion base. According to the Administrative Measures, the promotion base is an important platform that has professional advantages, talent advantages and work characteristics in the promotion and popularization of the national common language and characters, the inheritance and development of Chinese excellent language and culture, and the research of language and character consulting, and can play an exemplary, leading and radiating role. The promotion base should focus on services to build a strong sense of the Chinese national community, implement the fundamental task of establishing morality and cultivating people, focus on promoting and popularizing the national common language, and innovate practices based on its own advantages to provide talent security, intellectual support and professional services for the development of national and regional language and writing undertakings. In terms of management system, the Management Measures put forward to optimize the structure of national competent departments, strengthen the responsibilities of provincial departments, implement the requirements of joint construction and management between ministries and provinces, increase the responsibilities of provincial departments in construction management, and achieve full participation in the whole process from cultivation, recommendation to construction and management. In view of the insufficient overall coordination ability of the promotion base and the non convergence of "single operation" work, it is stipulated that the promotion base should integrate the strength of all departments of the unit, and encourage complementary advantages, resource matching and collaborative innovation among promotion bases. The person in charge of the Department of Language Application and Management of the Ministry of Education said that in the past, some units had the problem of emphasizing declaration rather than construction. In this regard, the Management Method highlights the whole process management, adds a special chapter of "operation and guarantee", puts forward the construction and operation requirements for the promotion base, and specifies the guarantee conditions that provincial departments and national competent departments should provide for the promotion base construction. In addition, the Management Measures, from the perspective of overall development and security, increase the requirements for promoting the standardized operation of the base, stipulate the establishment and improvement of rules and regulations, and timely report on major issues in the construction and operation; Increase the responsibility of the national competent department to revoke the promotion base and the specific circumstances of the revocation, highlight dynamic management, and emphasize that the promotion base can enter and exit.
