To severely punish relevant crimes and protect the money bag of the elderly according to law is not only related to the happy life of the elderly in their later years, but also related to the peace and harmony of thousands of households, and also related to the healthy development of the elderly care service industry. In order to control illegal fund-raising in the field of elderly care services, in 2020, the General Office of the State Council issued the Opinions on Establishing and Improving the Comprehensive Supervision System of Elderly Care Services to Promote the High Quality Development of Elderly Care Services, which clearly requires to strengthen the risk investigation of illegal fund-raising in the name of elderly care services; In April this year, many departments jointly launched a special action to crack down on pension fraud, and achieved remarkable results. To control illegal fund-raising in the elderly care service field, we should pay more attention to risk prevention in advance while emphasizing the severe attack afterwards. The Regulations on the Prevention and Disposal of Illegal Fund Raising clarifies the principles of focusing on prevention, cracking down on small businesses early, comprehensive treatment and prudent disposal of illegal fund raising. To prevent illegal fund-raising in the field of elderly care services, we must control elderly care institutions. The Opinions focused on prevention, and made specific arrangements from three aspects: strengthening risk management, strengthening source governance, and handling by category according to law. For example, it clearly standardized the internal management of elderly care institutions, improved the credit commitment system for elderly care institutions, and included "black institutions" in the scope of investigation. It is both legal and illegal. These targeted measures are conducive to early detection and early disposal. By pushing the gate forward, the hidden danger of fraud in elderly care services is nipped in the bud, so as to timely stop the black hand reaching into the elderly's money bag.
