Innovative Thinking to Solve a Difficult University for the Elderly

According to the data of the seventh national population census, the population aged 60 and above in China is 264 million, accounting for 18.70% of the total population. It is estimated that this number will exceed 300 million in 2025 and 487 million in 2053. Corresponding to the aging population situation, it is the growing demand for education for the elderly, and the "contradiction between supply and demand" of the elderly universities that has become increasingly prominent in recent years. The Party and the state attach great importance to this. In November 2019, the Central Committee of the Communist Party of China and the State Council issued the Medium and Long term Plan for the State to Actively Respond to the Aging of the Population, proposed the "Action Plan for the Development of Universities for the Aged", and proposed a series of task requirements for innovative development of education for the elderly and active development of universities for the elderly. In November and December 2021, the Central Committee successively printed and distributed the Opinions of the CPC Central Committee and the State Council on Strengthening the Work on Aging in the New Era, the "Fourteenth Five Year Plan" for the Development of the National Aged Cause and the Elderly Care Service System, and other documents, clearly deploying the important task of "relying on the national open university to prepare for the establishment of a national university for the elderly, and building a national platform for sharing educational resources and public services for the elderly". The report of the 20th National Congress of the Communist Party of China (CPC) put forward "promoting the digitalization of education, building a learning society and a learning country for lifelong learning for all", and again emphasized "implementing the national strategy of actively responding to the aging population", which provides a fundamental basis for us to do a good job in the elderly education in the new era. In this regard, we need to gather consensus, seize opportunities, leverage difficulties, and solve the difficult problem of a university for the elderly with the new thinking of "providing for the elderly through learning", so as to contribute to open education for the elderly to enjoy the happiness of the elderly. First, universities for the elderly should actively serve and integrate into the new development pattern, provide inclusive public services for the elderly nationwide, expand the supply of education for the elderly by using information technology and platforms, and fully guarantee the coverage of education for the elderly; To provide enabling integration services, starting from solving the loneliness problem of the elderly, we will take various forms, such as online and offline, to maximize the learning needs of the elderly. The second is to give full play to the advantages of the system, build a national network of universities for the elderly, and strive to solve the problem of insufficient number and uneven development. Relying on the "four level running" integrated running pattern of the Open University, the school running service will be extended to villages and towns (streets), villages (communities), and schools at all levels will be united to play their own advantages and participate in the running service of the National University for the Elderly through various forms. The third is to focus on the supply of learning resources. Through internal and external cooperation, enterprises, industries, universities and other kinds of learning resources are gathered to solve the problems of insufficient supply of high-quality learning resources and weak teaching service capacity of elderly universities. On the basis of the integration and convergence of lifelong education resources, more elderly people will be served through the online and offline integrated teaching mode. The fourth is to rely on the advantages of teachers of the National Open University and combine full-time and part-time teaching to solve the problems of insufficient number of teachers, single structure and insufficient willingness. We will make full use of the existing teachers of the national open university system, strengthen the construction and training of senior university administrators and teachers, build a pool of senior education teachers, and promote the construction of a professional development mechanism for senior university teachers. Fifthly, relying on the advantages of the national open university platform construction, we should highlight joint construction and sharing, and strive to solve the problems of low informatization application, scattered and repeated construction of various resources
