The key source unit of cargo loading shall install qualified weighing equipment and video monitoring facilities at the cargo loading and distribution site to detect the freight vehicles leaving the site. In terms of source control, the draft stipulates that the source unit of cargo loading shall perform the obligations of loading, stowing cargo, providing cargo loading certificates to cargo vehicles and keeping copies of them in accordance with the maximum allowable total mass limit of vehicles specified in national standards or industrial standards. The draft proposed that key source units of cargo loading implement name recording management. The directory shall be compiled by the department responsible for the supervision and administration of production safety according to the cargo transportation volume, cargo throughput, cargo density, illegal records of over limit and over load transportation, etc. The people's governments at or above the county level shall annually publish to the public the directory of the major source units for loading goods within their respective administrative areas. The key source unit of cargo loading shall install qualified weighing equipment and video monitoring facilities at the cargo loading and distribution site to detect the freight vehicles leaving the site. Weighing equipment and video monitoring facilities shall be maintained regularly, and relevant data shall be kept for at least 180 days. In terms of road surface treatment, the Draft for Comments specifies specific measures for road surface treatment of overloading of road freight transport. For cargo transport operators, there are four kinds of prohibited acts, which are not allowed to use assembled or illegally modified cargo vehicles for cargo transport; It is not allowed to instruct or force the drivers of freight vehicles to illegally overload and transport goods; False cargo loading certificates shall not be used; It is not allowed to interfere with or obstruct other acts of overload control. The driver of freight vehicles shall abide by the loading regulations of freight vehicles, and shall not drive illegal, overloaded vehicles on the road; The cargo loading certificate shall also be carried with the vehicle, and the actual loading situation shall be consistent with the contents of the loading certificate. At the same time, the draft made it clear that the relevant departments should set up pavement treatment technology monitoring equipment according to the relevant layout plan. Before the equipment is officially put into use, signs and signs should be set up at the eye-catching places of the monitoring section, and the location of the pavement treatment technology monitoring equipment and other information should be publicized to the society 30 days in advance. Those not publicized in accordance with the provisions shall not be put into use. The electronic data obtained by the pavement treatment technology monitoring equipment can be used to identify illegal facts.
