Xie Zhenhua said that for the first time, COP27 included the issue of financial arrangements for losses and damages in the agenda of the meeting, which responded to the concerns of developing countries and was "a great progress". He said that the Paris Agreement clearly stipulates that developed countries have the responsibility and obligation to contribute to the climate fund, adaptation fund and even loss and damage fund, while developing countries are voluntary. Xie Zhenhua said that the beneficiaries of the loss and damage fund are developing countries. However, given the limited size of the fund, it should first be given to the countries most vulnerable and in need in the face of climate change. Xie Zhenhua stressed that through South South cooperation and the green "the Belt and Road", China helps developing countries improve their ability to cope with climate change, such as helping developing countries develop renewable energy, build low-carbon transition demonstration zones, and train officials and technicians. COP27 was originally scheduled to close on the 18th. Due to the large differences between the parties on issues such as climate mitigation and adaptation financing, loss and damage financing arrangements, the closing of the conference was postponed.
