Since the water plant was built and put into use in 2010, it has supplied water without a drinking water sanitation license, and has no water intake license formalities. The sanitary condition of the plant is poor. Through testing, the total number of bacterial colonies in the water quality of the water plant and other indicators exceed the national standard limits for drinking water. The hospital believes that the relevant administrative departments are specifically responsible for the guidance and supervision of the planning, construction and operation management of rural drinking water safety projects, and they are negligent in performing their regulatory duties on rural drinking water safety, resulting in violations of social and public interests. In August of the same year, Shihe District Procuratorate started the case filing procedure and issued the pre litigation procuratorial recommendations for administrative public interest litigation to relevant departments. In October of the same year, the relevant competent administrative department replied in writing that all the rural drinking water safety centralized water supply stations led by it had applied for water intake licenses, actively cooperated with the health department to apply for water supply station sanitation licenses, replaced the water source, improved the water quality to a certain extent, and strengthened guidance on the management organization, management system, management staffing, equipment operation, water quality monitoring, etc. of the existing water supply projects, Ensure the normal operation of the built centralized water supply station in the whole district. In July this year, the procuratorate of Shihe District carried out the activity of "looking back" on the public interest litigation. Through the investigation and return visit on the rectification of the case, it was found that although most of the centralized water supply stations in the district had obtained water intake licenses as required, the water plant still had problems such as substandard water quality, no sanitation license, and disorderly environment. The local people reported that the domestic drinking water was muddy and could not be used, The court then filed an administrative public interest lawsuit against the relevant administrative authorities according to law. Since then, the relevant administrative departments have taken measures to speed up the rectification progress, urged the waterworks to purchase and use new disinfection equipment, and included the rural water supply project of Dongshuanghe Town in the 2022 government special bond project of the district to ensure that the rural drinking water problem has been completely solved. On October 20 this year, the court held a hearing to hear the case, and the Procurator General of Shihe District Procuratorate appeared in court to perform his duties.
