Since the launch of the special action, Guangdong has successively issued policy documents such as the Notice of the Guangdong Provincial Bureau of Rural Revitalization of the Department of Civil Affairs of Guangdong Province on Further Improving the Effective Connection between the Social Assistance Guarantee Results and Rural Revitalization, and the Measures of Guangdong Province for the Assistance of Marginal Families with Minimum Living Security and Families with Difficulties in Spending, laying a solid foundation for the orderly connection of the assistance to low-income people, especially poor people, marginal families with minimum living security and low-income families with difficulties in spending. After the issuance of the policy document, all regions and cities comprehensively promoted the identification of assistance for marginal families with minimum living security and families with financial difficulties, and comprehensively covered special assistance such as medical assistance, education assistance, housing assistance, employment assistance, elderly care services, legal aid, and judicial assistance to marginal families with minimum living security and families with financial difficulties. In the process of carrying out the special work, the local civil affairs departments and the rural revitalization departments carried out departmental linkage to jointly strengthen the monitoring of low-income population and the sharing of information on the dynamic monitoring of poverty prevention. Relying on the provincial low-income population dynamic monitoring and early warning platform, we made good use of various policies in the field of civil affairs, and included qualified people in need into the scope of assistance; Those who no longer meet the requirements of subsistence allowances and extreme poverty will be registered to get rid of poverty, and they will exit safely according to the procedures after being jointly identified with the rural revitalization department; The needy people who meet the conditions for special relief shall be referred to the special relief department in a timely manner. At the same time, local civil affairs departments compare cremated personnel data and minimum living allowance system data on time every month, stop paying compensation in time when finding the death of the rescue object, and recover the excessive funds, so as to make sure that all funds should be refunded. At present, the province has accumulated 6650 households and 17746 people living on subsistence allowances, and 35978 households and 101841 people have withdrawn from subsistence allowances; A total of 2379 special poverty support personnel were added and 6369 people were withdrawn from special poverty, giving full play to the role of the dynamic management mechanism that should ensure full coverage and return at all times.
