High level representatives of China attended the COP27 Biodiversity Theme Day
2022-11-17
The 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27) is being held in Sharm el Sheikh, Egypt. The Egyptian government and the United Nations Environment Programme jointly hosted the biodiversity theme day on the 16th. Zhao Yingmin, the representative of the President of the 15th Conference of the Parties to the Convention on Biological Diversity (COP15) and Vice Minister of the Ministry of Ecology and Environment of China, attended the event and made prospects for the synergy between climate change response and biodiversity conservation, as well as the achievement and implementation of the "post-2020 global biodiversity framework" (the "Framework"). Zhao Yingmin pointed out that biodiversity loss and climate change are the two major environmental crises facing the world. They are closely related in cause of formation and need to be coordinated and managed systematically. In this regard, China has carried out a lot of fruitful work and achieved remarkable results. The "Framework" being developed is a programmatic document for global biodiversity governance in the coming period, especially before 2030, and an important expected outcome of the second phase of COP15. The "Framework" provides an opportunity and platform for us to strengthen cooperation among the "Rio Conventions" and jointly address global ecological environmental challenges. Zhao Yingmin said that after four rounds of working group consultations, the "Framework" consultation has made some progress, but there are still big differences on some key issues, and the negotiation task is still arduous. It is expected that all parties will adhere to the concept of the Earth Life Community, fully demonstrate flexibility, and seek compromise solutions on key issues in order to reach a "framework" that is both ambitious and pragmatic. Elizabeth Murema, Executive Secretary of the Secretariat of the United Nations Convention on Biological Diversity, Tara Shannon, Assistant Deputy Minister of Environment and Climate Change of Canada, Lucy Murenki, Executive Director of the Indigenous Information Network, and Manuel Vidal, Head of the Natural and Human Action Agenda of the Convention on Biological Diversity, And the Co Chairmen of the Open ended Working Group on the Framework, Basil van Afer and Francis Oguar, made speeches and thanked China for its great role as the Chair in promoting the Framework consultations.
