In order to put the work into practice, the Tianjin Communist Youth League has established a joint meeting system. It regularly holds meetings for the members of the juvenile protection committee, analyzes the more prominent phenomena and problems that infringe upon the legitimate rights and interests of minors, and formulates solutions and plans. In 2001, the Tianjin Leading Group for the Prevention of Juvenile Delinquency was established. At the first working meeting of the leading group, the then head of the Communist Youth League Tianjin Municipal Party Committee clearly stated that "as an important force serving the healthy growth of young people, the Communist Youth League has an unshirkable responsibility to prevent juvenile delinquency." In keeping with this heavy responsibility, for many years, the Tianjin Communist Youth League has embarked on a "Tianjin Road" to protect the growth of minors and prevent juvenile delinquency.
