The notice clearly stated for the first time that temporary assistance should be implemented directly from the place where the emergency occurred, which will provide great convenience for people in temporary distress to apply for assistance. The notice pointed out that we should strengthen emergency temporary assistance. For uninsured unemployed persons such as migrant workers who are unable to return to work, have no source of income for three consecutive months, have difficulty in living and cannot be covered by the unemployment insurance policy, and are not included in the scope of minimum living allowance, the place of work or the place of habitual residence will pay one-time temporary assistance funds upon their own application. Other college students who have not been employed temporarily and face difficulties in basic life due to the epidemic, as well as other families or individuals whose basic life is in temporary difficulties due to the epidemic, shall be included in the scope of temporary assistance in a timely manner. The notice also put forward requirements for strengthening the work of expanding the minimum living allowances and improving efficiency. The notice clearly stated that the conditions for "single person insurance" should be further relaxed, and the adult unemployed severely disabled people can apply for minimum living insurance with reference to "single person households". At the same time, in order to encourage members of low-income families with employability to actively obtain employment, the notice clearly stipulates that a retirement period of no more than six months in principle can be granted to low-income families whose per capita income after employment exceeds the local minimum living standard. In terms of optimizing the handling process, the Measures for the Audit and Confirmation of Minimum Living Security stipulates that the minimum living allowances should be completed within 30 working days from the date of acceptance. On this basis, the notice further reduces the handling time limit and requires that the authority for the audit and confirmation of minimum living allowances be delegated to the township (sub district), and the handling process should be completed within 20 working days from the date of acceptance.
